[What the role is]
Wisma Geylang Serai (WGS) is one of PA's flagship integrated community hubs, bringing together a diverse range of community, cultural, and commercial facilities to serve residents in the Geylang Serai district. The Senior Manager (Facilities Management – Operations) plays a critical role in ensuring that WGS's physical infrastructure and facilities are safe, well maintained, and conducive for community use, directly supporting PA's mission of sparking and nurturing community participation for a caring and united Singapore. The role leads a team of two Managers and works closely with the ICH Facilities Management team and key stakeholders to deliver high standards of facilities management, governance, and operational excellence across the hub.[What you will be working on]
- Team Leadership and Development: Lead, supervise, and develop two direct reports — the Manager (Facilities Management & Capability Building) and the Manager (Asset Management & Governance) by setting clear performance expectations, providing regular coaching and feedback, and building team capability to deliver high-quality facilities management outcomes at WGS.
- Facilities Operations Oversight: Oversee day-to-day facilities management operations at WGS, ensuring the physical infrastructure and facilities are well maintained, safe, and in a good state of repair for community use, and that service standards are consistently met by managing agents and contractors.
- Contract and Governance Management: Work closely with the ICH FM Contract Management Team to establish and maintain robust processes and policies for the management of IPOG FM contracts, including timely follow-up on contract variations and documentation, to strengthen corporate governance and accountability.
- Budget and Financial Management: Prepare, control, and review operating and capital expenditure budgets, including Maintenance and Sinking Funds, ensuring prudent use of resources and compliance with Government procurement and financial procedures.
- Maintenance Planning and Standards: Plan, develop, implement, monitor, and review facilities maintenance programmes, standards, and policies in accordance with regulatory requirements and industry best practices, to ensure the long-term upkeep and sustainability of WGS facilities.
- Works Facilitation: Facilitate Work Requests, Additions & Alterations (A&A) works, improvement works, and Cyclical Maintenance Programmes (CMP) to ensure timely and effective maintenance and enhancement of WGS facilities.
- Tenancy Compliance: Oversee the fitting out and reinstatement of tenanted areas to ensure co-locators and commercial tenants comply with management's stipulated requirements, safeguarding the integrity and safety of the hub's facilities.
- Reporting and Stakeholder Engagement: Prepare and submit reports — including building users' feedback, incident reports, and updates to Advisers, IPOGs, Advisory Committees, and Asset & Facilities Management (AFM) committees — to support informed decision-making and maintain strong relationships with internal and external stakeholders.
[What we are looking for]
Experience
- Minimum - 3-years working experience in related field.Building, Mechanical; Electrical Engineering; Estate Management; Facility Management or related Fields.
- Desired - Excellent estate management and leadership skills

Others
- Knowledge in IT applications, architectural design, space, circulation planning and contract administration.
- Proficient in Microsoft Office, able to read and understand building plans, M&E Drawings, knowledge of contract administration.
- Good interpersonal, communication, management and organisation skills with positive attitude.
