Overview
CVP is seeking a Senior Project Manager to lead delivery for NIH's custom forms-based ethics system. NIH supports approximately 18,000 users in submitting, reviewing, routing, certifying, tracking, and reporting employee ethics disclosures and requests, including OGE 450 and HHS/NIH outside-activity and gift-related forms. In FY25, the system processed 16,824 ethics reports.
Responsibilities
- Own the O&M, enhancements, and modernization delivery
- Manage scope, schedule, cost, backlog, and work assignments
- Lead release planning around seasonal filing surges and high-volume periods
- Produce and maintain EPLC artifacts; coordinate change/security with TRB/CAB and ARB
- Oversee SLA performance and Tier II/III support activities
- Maintain awareness of sensitive financial-disclosure data handling and audit requirements
Qualifications
- Must be eligible to obtain a Public Trust clearance
- BS/BA + 8 years of relevant experience; OR MS/MA/MBA + 5 years; OR 13 years of relevant experience in lieu of degree
- 10+ years of IT project/program management experience
- 3+ years managing comparable-scope federal application efforts
- Federal EPLC/Agile delivery experience
- Working knowledge of complex forms/workflow applications, role-based review and certification, and federal ethics-process controls
- Familiarity with sensitive financial-disclosure data handling, auditability, privacy/security requirements, and seasonal filing workloads
Desired Skills
- FISMA Moderate/RMF/ATO/JCAM and Public Trust Moderate (Tier 2) eligibility
- On-site availability when directed
Salary Range: $160,000 - $180,000 (depending on experience)
