We are looking for someone to join Team Yuma as a Senior Management Analyst working with City Administration. The ideal candidate will be a strategic thinker and skilled communicator who can lead complex projects, analyze organizational and policy issues, and work collaboratively with City leadership, departments, elected officials, and community partners to advance City priorities.

Under general supervision of a Deputy City Administrator, performs complex professional, analytical, project management, and administrative work in support of City Administration. Leads and coordinates strategic initiatives, special projects, and programs; assists with intergovernmental relations; serves as a liaison with elected officials, governmental agencies, community organizations, and other stakeholders; and coordinates departmental administrative operations, including budget administration, supervision of assigned staff, and executive support functions.

Essential duties and responsibilities may include, but are not limited to, the following:
 
  • Leads and coordinates complex organizational initiatives, cross-departmental projects, strategic priorities, special programs, and executive initiatives from planning through implementation; manages and administers City Administration programs and special projects, including volunteer engagement, youth leadership initiatives, constituent service programs, and other assignments as directed.
  • Works closely with City leadership to implement City Council policy direction and organizational priorities; develop, implement, monitor, and evaluate the City's Strategic Plan; establish organizational goals, key performance indicators, performance measures, and other executive initiatives.
  • Conducts organizational, operational, financial, and policy research and analysis; performs organizational studies, evaluates alternatives, prepares reports, and develops recommendations to improve municipal operations and organizational effectiveness.
  • Assists with the development and implementation of City policies, legislative priorities, and intergovernmental initiatives; monitors and analyzes legislation, researches policy impacts, prepares legislative position papers, coordinates advocacy efforts, and collaborates with federal, state, regional, tribal, military, community, and professional organizations on matters of mutual interest.
  • Prepares and coordinates City Council agenda materials, executive briefings, reports, presentations, speeches, correspondence, responses to Mayor and Council requests, and other communications. 
  • Represents City Administration before governmental agencies, community organizations, business groups, professional associations, advisory committees, and other stakeholders.
  • Coordinates responses to complex citizen inquiries received through City Administration, the Mayor and City Council, or executive leadership. Oversees the City's citizen request management system, monitors response performance, identifies trends, and collaborates with departments to ensure timely and effective responses.
  • Directs and coordinates the administrative operations of the City Administration Department, including budget administration, financial monitoring, purchasing, payroll approval, records management, and supervision of assigned staff. 
  • Develops and delivers presentations and facilitates meetings, committees, and cross-departmental workgroups in support of organizational initiatives and City priorities.
  • Participates in emergency management, continuity of operations planning, and disaster response activities. 
  • Supports the relationship between the City and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff; promotes the City goals and priorities, vision, values and the “Yuma Way”, and complies with all City policies and procedures.
  • Maintains absolute confidentiality of work-related issues and City information; exercises independent judgment and discretion in handling sensitive, confidential, and politically significant matters; performs other duties as required or assigned. 
 
MINIMUM QUALIFICATIONS
Education, Training and Experience Guidelines 
Bachelor's degree in public or business administration, political science, finance or economics, organizational leadership, or a closely related field; AND four (4) years of experience in municipal or other governmental administration, management analysis, or a related professional field; or an equivalent combination of education, training, and experience.
 
A Master's degree in public or business administration, or a closely related field is desirable. Experience in municipal government, supporting executive leadership, or working in a City Manager's or City Administrator's Office is highly desirable. Bilingual skills in English and Spanish, including the ability to speak, read, and write Spanish, are preferred.
 
Knowledge of: 
  • Principles, practices, and functions of municipal government, including the council-manager form of government, public administration, and municipal operations.
  • Applicable federal, state, and local laws, regulations, policies, and procedures, including Arizona Public Records Law, Open Meeting Law, and legislative processes affecting local government.
  • Principles and practices of strategic planning, organizational development, performance management, project management, continuous process improvement, supervision, leadership, employee development, customer service, collaboration, and meeting facilitation.
  • Principles and techniques of organizational, operational, financial, and policy analysis, including research methods, program evaluation, and development of practical recommendations.
  • Municipal budgeting, financial management, and public sector budget administration.
  • Legislative affairs, intergovernmental relations, and political, economic, and regulatory issues affecting local government.
  • Professional standards for executive correspondence, report writing, presentations, and effective oral and written communication.
  • Modern office practices, records management, business technologies, and software applications used to support municipal operations, including Microsoft Office applications.
 
Skill in:
  • Conducting research and analysis, evaluating alternatives, and developing practical recommendations supported by clear and concise materials.
  • Planning, organizing, and managing multiple projects, priorities, and deadlines while adapting to changing priorities and working effectively under pressure.
  • Communicating effectively, both orally and in writing, with diverse audiences.
  • Developing, administering, and monitoring budgets and interpreting financial information.
  • Interpreting and applying applicable laws, regulations, policies, and administrative procedures.
  • Building and maintaining collaborative working relationships with elected officials, leadership, employees, governmental agencies, community organizations, and the public.
  • Facilitating meetings, coordinating cross-departmental initiatives, building consensus, and resolving complex organizational and operational issues.
  • Exercising sound judgment, initiative, discretion, and political awareness while managing confidential, sensitive, and high-profile matters.
  • Supervising, coaching, and developing assigned staff and directing the work of project teams, interns, or volunteers.
  • Using Microsoft Office applications and other business technologies to prepare reports, presentations, financial analyses, and other work products that support municipal operations.
  • Providing exceptional customer service by responding to inquiries and resolving concerns.
 
LICENSE AND CERTIFICATION REQUIREMENTS
A valid Arizona State Driver's License is required. 

 PHYSICAL DEMANDS AND WORKING ENVIRONMENT
Work is typically performed in a standard office environment. May occasionally be required to bend, reach, stoop, and lift objects. Must be able to work irregular hours and attend evening and weekend functions, as needed.
