Job Summary:

Hiring Range: $69,118.40-$79,486.00

Performs advanced Human Resources work as a strategic partner to City departments. Provides guidance in employee benefits, compensation, recruitment, organizational design, and performance management. Leads complex HR programs, ensures compliance with employment laws, develops policies that support organizational goals, and works with leadership to enhance workforce effectiveness and employee engagement. Resolves complex HR issues using independent judgment and promotes operational excellence and exceptional customer service. This position reports to the Assistant HR Director.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
All employees share components of leadership, management, technical, and team skills to assist in making the City of Largo the Community of Choice in Tampa Bay.

Technical
BENEFITS AND WELLNESS

•    Serves as the Human Resources Business Partner for the City's employee benefits, wellness, and total rewards programs
•    Administers comprehensive employee benefits programs, including medical, dental, vision, life insurance, disability, flexible spending accounts, health savings accounts, retirement, deferred compensation, leave programs, and voluntary benefits
•    Partners with leadership to develop benefit strategies that support employee recruitment, retention, engagement, and organizational goals while maintaining fiscal responsibility
•    Serves as the primary liaison with insurance carriers, third-party administrators, wellness vendors, and retirement providers to ensure quality service delivery and contractual compliance
•    Coordinates annual benefits planning, renewal activities, open enrollment, employee communications, and implementation of new benefit programs
•    Ensures compliance with applicable federal and state regulations, including ACA, COBRA, HIPAA, FMLA, IRS regulations, Section 125, and other applicable benefit laws
•    Supports the administration of Family and Medical Leave Act (FMLA), ensuring timely processing, regulatory compliance, and effective communication with employees, supervisors, healthcare providers, and other stakeholders
•    Develops and delivers employee education programs regarding benefits, retirement planning, wellness initiatives, and total rewards
•    Leads the City's employee wellness program by developing initiatives that promote employee health, well-being, engagement, and productivity
•    Coordinates wellness events, health screenings, preventive care initiatives, incentive programs, and educational campaigns to encourage healthy lifestyles
•    Monitors wellness program participation and outcomes, utilizing data analytics to evaluate program effectiveness and identify opportunities for improvement
•    Provides consultative support to employees, retirees, supervisors, and leadership regarding benefit eligibility, coverage, leave programs, retirement, and wellness resources
•    Collaborates with Payroll, Finance, and external vendors to ensure accurate benefit deductions, billing reconciliation, eligibility administration, and system integrity
•    Maintains accurate benefit records within Workday and other Human Resources Information Systems (HRIS), ensuring data integrity and timely processing of benefit transactions
•    Develops benefit-related communications and educational materials that enhance employee understanding and engagement
•    Supports the City's Total Rewards philosophy by integrating benefits, wellness, compensation, recognition, and work-life balance initiatives to enhance the overall employee experience
COMPENSATION AND CLASSIFICATION
•    Assists with position classification reviews by evaluating duties, responsibilities, reporting relationships, organizational structure, and Fair Labor Standards Act (FLSA) exemption status
•    Assists with analysis on new and existing positions and recommends appropriate job classifications, pay grades, and compensation adjustments
•    Conducts market salary analyses using compensation surveys and labor market data to ensure external competitiveness and internal equity
•    Assists departments with organizational restructuring, position reclassifications, and workforce planning initiatives
•    Updates job descriptions to accurately reflect essential functions, minimum qualifications, knowledge, skills, abilities, and organizational needs
•    Partners with departments to ensure compensation decisions are equitable, consistent, fiscally responsible, and aligned with the City's compensation philosophy
•    Supports annual compensation studies, salary administration, pay equity initiatives, and implementation of compensation recommendations
•    Provides guidance to supervisors and leadership regarding compensation policies, classification standards, salary placement, promotional increases, and organizational design
•    Prepares employment, compensation, classification, and workforce reports utilizing HRIS, spreadsheets, and databases
RECRUITMENT
•    Serves as the Workday Recruitment and Onboarding Administrator
•    Collaborates with hiring managers to:
o    Develop recruitment strategies for each vacancy, including recruitment timelines, job postings, advertising plans, social media outreach, interview questions, scoring tools, and job-related assessments
o    Review staffing needs and organizational structure to ensure positions are appropriately classified and aligned with business objectives
o    Secure approval of job requisitions
o    Ensure the accuracy of job descriptions, position requirements, and job postings
o    Recommend appropriate salary placement and hiring rates in accordance with the City's compensation philosophy, pay plans, and applicable policies
o    Ensure recruitment objectives align with the City's mission, vision, values, and strategic priorities
•    Ensures online human resources content and recruitment information is accurate and current
•    Participates in interview and selection processes to ensure compliance with applicable laws, policies, procedures, and best practices
•    Ensures employment testing and assessments are job-related, valid, equitable, and consistently administered
•    Conducts training on human resources and employment topics, including Equal Employment Opportunity (EEO), recruitment and selection, compensation, classification, Veterans' Preference, Americans with Disabilities Act (ADA), and related human resources programs

EMERGENCY RESPONSE STATUS: As a condition of employment, City of Largo employees will be required to work as directed during an undeclared and/or a declared emergency. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the official job description.

MINIMUM QUALIFICATIONS:

Education and Experience:
•    Bachelor's degree (Master’s degree preferred) in Human Resources, Public or Business Administration, or directly related field, and five (5) years of professional relevant work experience (in the areas listed above)
•    Advanced level proficiency with business software such as spreadsheets, word processing, database applications, and proprietary software or an applicant tracking system
•    Expert-level proficiency with spreadsheets (for Compensation and Classification only)
•    Workday experience preferred
•    Advanced SHRM (SHRM-SCP) or HRCI (SPHR) certification is preferred
•    Valid Driver's License

Knowledge, Skills, and Abilities:  
•    Advanced knowledge of federal/state/local employment-related laws and regulations related to human resources, in addition to City policies, procedures, and provisions of collective bargaining unit agreements
•    Superior communication skills, both verbally and in writing, necessary to interact with staff at all levels of the organization, vendors, and the public, and facilitate effective presentations to a wide variety of audiences
•    Demonstrated ability to:
◦    Identify and learn concepts, competencies, systems, best practices, and execute a strategy for a successful implementation of new processes or programs
◦    Research, analyze, and understand data collected from a variety of sources and prepare summary reports

WORK ENVIRONMENT & PHYSICAL REQUIREMENTS:

Work Environment: 95% inside a climate-controlled building; 5% outside at off-site locations.
Physical Requirements: The essential functions of the job require sitting approximately six (6) hours per day, standing approximately one (1) hour per day, and walking approximately one (1) hour per day. The job also requires frequent fine manipulations and grasping, with occasional repetitive motion and lifting/carrying objects up to 25 pounds. On rare occasions, the work requires bending/stooping, kneeling, pulling, pushing, reaching, lifting/carrying objects weighing up to 44 pounds.
Sensory Requirements: Hearing: Sufficient to clearly understand what others are saying in normal conversation and on the telephone. Speaking: Sufficient to communicate verbally with others and speak effectively on the telephone. Seeing: Sufficient to see and read computer monitor screens and read normal and/or fine print.
Driving Requirements: Requires occasional driving and possession of a valid Florida Driver's License.
Technology: The work requires the ability to operate telephones, smartphones, tablets, photocopiers, printers, desktop and/or laptop computers, and calculators, as well as all associated software.  The work also requires proficiency with computer hardware and software programs, including word processing, spreadsheet, and/or database applications, internet applications, and database management.
