Description
The Account Clerk II is responsible for providing a department, agency or bureau with intermediate-level fiscal support to ensure that County programs are provided effectively and efficiently.
Following is a composite of essential duties, tasks and accountabilities; however, there are additional duties specific to each department.
- Compile and sort documents, such as invoices and checks.
- Substantiate business transactions.
- Prepare vouchers, invoices, checks, account statements, reports, and other records, and review for accuracy.
- Provide clerical support (typing, filing, copying, etc.).
- Prepare monthly production and billing reports.
- Maintain inter-departmental job jackets and files.
- Audit invoices against purchase orders and research discrepancies.
- Investigate payment problems.
- Reconcile report discrepancies.
- Input data into the PeopleSoft Financial system according to company procedures.
- Receptionist duties may be required (answer phones and direct inquiries).
- Perform other duties, tasks and special projects, as required.
Treasurer
Essential duties, tasks and accountabilities may vary and could include the following:
- Collect and process county real estate taxes.
- Enter tax payments into the PeopleSoft financial system.
- Prepare monthly reports to the state for state agent sales.
- Process tax and building worksheets.
- Enter tax payments before discount, face and penalty due dates expire.
- Process fish reports and submit to Pennsylvania Fish and Boat Commission (monthly).
- Verify fish applications (daily).
- Create “on account” reports.
- Sell dog, fish and hunting licenses.
- Sell pistol permits.
- Process tax receipts.
- Balance cash drawer daily.
- Resolve and refund duplicate payments and overpayments.
- Answer phone calls regarding tax payments and state agent sales.
- Process tax certifications and balance daily.
- Handle counter duties, which include cashiering on the system, and answering questions pertaining to taxes and state agent sales.
- Interact with other departments, including Tax Claim, Assessment, DCIS, Controller and Finance.
- High School Diploma or General Education Degree (GED).
- Six months to one year of job-related experience and/or training.
- One year of general office experience (typing, clerical, filing, copying, etc.).
- Basic skill to use a personal computer and various software packages.
- Ability to use office machines (fax, copier, calculator, etc.).
- Integrity and honesty.
- Ability to use common sense understanding to carry out written or verbal instructions.
- Strong organizational skills.
- Ability to work independently or as part of a team.
- Accurate and detail oriented.
- Ability to maintain a positive public image for the department and Chester County
Preferred Skills, Knowledge & Experience:
- Intermediate-level accounting and bookkeeping skills.

Computer Skills:
To perform this job successfully, an individual should have:
- Basic Word skills
- Basic Excel skills
- PeopleSoft Financial skills or the ability to learn PeopleSoft.
- Basic OutLook skills (Email and Calendar)
- Basic Internet skills (for research purposes)
Physical Demands:
While performing the duties of this position, the employee is frequently required to sit and talk or hear. Occasionally, the employee will need to stand; walk; reach above shoulder height; bend at the waist or work bent at the waist; and lift or carry items. On rare occasions, the employee will need to climb stairs.
