Description

Help keep critical criminal justice information accurate, secure, and available when public safety personnel need it. The Travis County Sheriff’s Office (TCSO) is hiring a full-time Business Analyst III to serve as its Terminal Agency Coordinator (TAC). In this dedicated role, you will help shape how TCSO manages access to essential law enforcement systems, prepares employees to use them correctly, and maintains reliable records and operating practices.
You will lead user access processes, operator training and certification, record quality reviews, and operational audit preparation for the Texas Law Enforcement Telecommunications System (TLETS), Texas Crime Information Center (TCIC), National Crime Information Center (NCIC), and related systems. You will use your technical skills to investigate system and workflow problems, analyze records, improve procedures, and prepare complete audit packets.
Reporting to the Central Warrants Manager, you will work closely with TCSO’s CJIS security representative (OPSR), TCSO Technology, Travis County ITS and IT Security, the Facilities Management Department (FMD), the Texas Department of Public Safety (DPS), and agencies connected through TCSO’s TLETS interface.
This position offers an opportunity to apply your criminal justice systems, technical, and analytical skills to work that directly supports public safety.

Distinguishing Characteristics:

This is the fourth in a series of four business analyst-related job classifications within the Information Technology job family.  This assignment provides complex technical consulting, business process analysis, and program oversight for criminal justice information systems.
The TAC leads operational compliance activities and works with the agency’s designated Organizational Personnel with Security Responsibilities (OPSR) on related Criminal Justice Information Services (CJIS) security requirements. The employee must understand application access, user roles, system interfaces, transaction records, and operational workflows sufficiently to investigate problems, document requirements, and work effectively with technical personnel.
The position requires strong organization, attention to detail, independent judgment, and the ability to review others’ work objectively. The employee is accountable for monitoring assigned requirements, preparing audit documentation, coordinating corrective action, and promptly escalating unresolved issues.
Responsibilities involving supporting departments and connected agencies are carried out within applicable agreements and assigned authority.
This position requires independent judgment and ownership of assigned work. The employee is expected to evaluate information, apply established requirements, make and document decisions within delegated authority, and carry issues through to resolution. Matters requiring management action must be presented with the relevant facts, applicable requirements, available options, and a recommended course of action.

  • Serve as TCSO’s designated TAC and principal agency contact for TLETS, TCIC, NCIC, and related operational compliance matters.
  • Manage user access processes, including documenting required approvals, coordinating account creation and changes, reviewing continued access needs, and coordinating suspension or removal of access in accordance with agency authority and applicable requirements.
  • Manage operator training, testing, certification, and recertification records. Monitor deadlines, coordinate training, and resolve deficiencies affecting authorized system use. Work with the OPSR to verify applicable personnel screening and security training requirements.
  • Review system use and supporting records for compliance with authorized purposes, access restrictions, and dissemination requirements. Document suspected misuse and promptly refer it through established reporting channels.
  • Oversee compliance processes for record entry, modification, cancellation, removal, validation, and hit confirmation. Review accuracy, timeliness, supporting documentation, and recurring errors with the personnel responsible for those activities.
  • Prepare and maintain complete, organized audit packets for TCIC/NCIC operational audits and related reviews. Assemble required records, supporting evidence, written responses, and corrective action documentation so materials are accurate, current, and readily retrievable.
  • Conduct internal audits of user access, operator training and certification, system use, record quality, validations, and related operating practices. Review work performed by responsible personnel, document deficiencies, and verify corrections.
  • Maintain an audit and compliance tracking system identifying requirements, responsible personnel, deadlines, supporting documentation, findings, and corrective action status. Follow up on missing or incomplete items and escalate unresolved issues.
  • Investigate application access, transaction, interface, and workflow problems. Review available system messages, logs, and records; document the issue and its operational impact; and coordinate resolution with TCSO technical staff, ITS, IT Security, DPS, or vendors, as appropriate.
  • Use spreadsheets, databases, and reporting tools to reconcile access and certification records, identify exceptions, monitor deadlines, analyze recurring errors, and prepare management reports.
  • Coordinate with Travis County ITS, IT Security, and FMD on applicable access and operational requirements under the management control agreement and other governing arrangements.
  • Coordinate with agencies connected through TCSO’s TLETS interface. Maintain agency contacts and applicable connection documentation, communicate requirements and changes, and work with agency representatives and DPS to resolve deficiencies.
  • Work with the OPSR, ITS, and IT Security to evaluate changes affecting criminal justice system access, interfaces, and operations. Document business requirements, coordinate testing, and verify that identified issues are resolved.
  • Develop and maintain operating procedures, training materials, and process documentation. Monitor applicable FBI and Texas DPS policies, requirements, and system updates and coordinate required operational changes with responsible personnel.
  • Provide the Central Warrants Manager with regular reports on access, certification, record quality, audits, corrective actions, and unresolved risks.
  • Work with the OPSR to coordinate overlapping access, training, audit, and incident matters, with documented responsibility for follow-up.
  • Respond to urgent after-hours operational matters. Promptly coordinate suspected misuse, unauthorized access, or security incidents with the OPSR, ITS, IT Security, and other designated officials, as applicable.
  • Independently evaluate routine user access, certification, record quality, and operational compliance matters. Make and document decisions within approved procedures and delegated authority.
