Job Description:
The Regional Property Manager provides senior-level leadership for an assigned portfolio of affordable housing communities and is accountable for compliance, financial performance, property conditions, staffing, occupancy, and operational results.
The ideal candidate has strong LIHTC/HUD affordable housing experience, a proven background in audits, budgets, regulatory compliance, site inspections, and multi-property leadership, and the ability to work independently while maintaining high standards across the portfolio.
Regular site visits are mandatory. Travel is at least 50% and may increase based on business needs, inspections, audits, staffing, property conditions, emergencies, and other operational requirements.
Position Summary
- Portfolio: Oversees 18+ affordable housing communities and 8–12 direct reports, including Property Managers.
- Location: Must reside in Ohio or Indiana.
- Travel: Minimum 50% travel required. Frequent site visits are a core requirement of the position.
- Compliance: Responsible for LIHTC, HUD, REAC, MOR, INSPIRE, Fair Housing, state agency requirements, and regulatory compliance.
- Audits: Leads preparation for and follow-up on pre-audits, quarterly audits, REAC inspections, MORs, INSPIRE reviews, state agency reviews, and internal audits.
- Financial Management: Oversees annual operating and capital budgets, budget-to-actual performance, expense management, and NOI.
- Operations: Accountable for property operations, occupancy, resident relations, physical condition, staffing, and overall property performance.
- Leadership: Recruits, supervises, coaches, develops, and holds Property Managers accountable for results.
- Systems: Must be proficient using Yardi, RightSource, RentCafe, UKG, Orion, INSPIRE, and other internal systems.
- Documentation: Requires exceptional attention to detail and strong documentation practices. Properties and files must remain organized, accurate, complete, and audit-ready.
- Accountability: Must be self-sufficient, proactive, highly organized, and able to manage a complex portfolio with minimal supervision. Expected to identify issues, develop corrective action plans, establish deadlines, follow up, and ensure deficiencies are resolved.

Core Competencies:
Compliance Leadership-Strong understanding of LIHTC, HUD, REAC, MOR, INSPIRE, Fair Housing, state agency requirements, and affordable housing regulations.
Audit Readiness-Ability to conduct pre-audits, manage quarterly audits, prepare properties for formal reviews, respond to findings, and maintain continuous audit readiness.
Financial Acumen-Demonstrated experience developing and managing operating and capital budgets, analyzing variances, controlling expenses, and improving NOI.
Operational Leadership-Ability to independently oversee 18+ properties and maintain consistent operational standards across geographically dispersed communities.
People Leadership-Demonstrated ability to lead and develop 8–12 direct reports, establish accountability, manage performance, and develop high-performing Property Managers.
Documentation & Detail Orientation-Exceptional attention to detail and ability to manage documentation-heavy processes with accuracy, consistency, and follow-through.
Accountability & Self-Direction-Must be able to work independently, prioritize competing demands, make sound operational decisions, and identify issues without waiting for direction.
Systems Proficiency-Experience with Yardi, RightSource, RentCafe, UKG, Orion, INSPIRE, Microsoft Office/Excel, and other property management and internal business systems.
Communication-Strong written and verbal communication skills with the ability to communicate effectively with executives, Property Managers, site staff, residents, regulatory agencies, vendors, and internal departments.
Problem Solving-Ability to analyze complex operational, compliance, financial, staffing, and resident issues and implement effective solutions.
Education
Bachelor's degree in business administration, Property Management, Housing, Real Estate, or a related field preferred. Equivalent education and extensive relevant experience may be considered.
Experience
Minimum of seven (7) years of progressive property management experience, with significant experience in affordable housing and/or multifamily housing operations.
Required experience should include:
- Management of a multi-property portfolio.
- Supervision of multiple Property Managers and/or other supervisory personnel.
- Management of 18+ properties or a comparably complex portfolio.
- Supervision of approximately 8–12 or more direct reports.
- LIHTC and HUD property management.
- REAC and MOR preparation and/or participation.
- State agency and regulatory reviews.
- Pre-audits and internal/quarterly audits.
- Annual operating and capital budget preparation and management.
- Financial analysis and budget variance management.
- Property inspections and frequent site visits.
- Corrective action planning and follow-up.
- Affordable housing compliance and documentation.
- Resident relations and conflict resolution.
- Staff development and performance management.
Preferred Experience
- Certified Property Manager (CPM) designation or candidate status.
- LIHTC certification.
- HUD certification or substantial HUD portfolio experience.
- Experience managing senior, family, supportive housing, or other affordable housing communities.
- Experience working with state housing agencies and/or project-based voucher programs.
- Experience with Yardi, RightSource, RentCafe, UKG, Orion, INSPIRE, and similar platforms.
Skills & Abilities
Highly organized, detail-oriented, and self-directed with strong analytical, financial, communication, documentation, and problem-solving skills. Must be able to manage multiple properties, audits, deadlines, staffing needs, and operational priorities independently while holding others accountable, maintaining professionalism, and traveling extensively as required.
Overall Expectation:
This is a high-accountability, portfolio-level leadership position requiring an experienced affordable housing professional who can independently manage a complex portfolio, lead multiple Property Managers, interpret compliance requirements, manage budgets, prepare properties for audits and inspections, conduct frequent site visits, and drive corrective action to completion.
The successful candidate must be highly organized, self-sufficient, documentation-focused, detail-oriented, proactive, and comfortable operating independently. The position requires someone who does not wait for problems to escalate but instead identifies risks early, establishes solutions, follows through, and holds property teams accountable for results.
As a Regional Manager is expected to know the portfolio, know the numbers, know the compliance requirements, know the condition of the properties, know the performance of the teams, and be able to clearly document the status and corrective actions for each assigned community.
