This recruitment is being held to establish an open eligible list to fill current and future Information Technology Analyst
 positions. This recruitment may also be used to fill positions in similar and/or lower classifications throughout the City of Menifee.

THE DEPARTMENT 
The Information Technology (IT) Department supports and secures the technology infrastructure that powers the City of Menifee’s operations, providing strategic leadership and essential services across its four divisions, Administration, Cyber Security, Operations, and Geographic Information Systems (GIS). The department maintains hardware, software, and networks; delivers user support and training; manages and protects city data; develops mapping and visualization tools; and safeguards systems through risk management, network security, and data protection practices. Through these efforts, IT ensures reliable, innovative, and secure technology that enables city staff to serve the community effectively.

THE OPPORTUNITY

The City is seeking a technically driven Information Technology (IT) Analyst to serve as a primary technical resource for the administration, security, maintenance, and continuous improvement of the City’s technology infrastructure. This position will have a strong emphasis on enterprise networking, including network architecture and design, switching, firewall administration, wireless infrastructure, network segmentation, traffic analysis, performance optimization, and troubleshooting, while also providing support for servers, virtualization, backup and recovery, and related infrastructure technologies.

The ideal candidate will have strong hands-on experience configuring and troubleshooting enterprise-grade network technologies, with experience supporting Palo Alto Networks Next-Generation Firewalls and Aruba switching and wireless solutions highly desirable. The successful candidate will understand how networking, servers, virtualization, storage, backups, and facility infrastructure work together to provide reliable and secure City services.

This position will take a proactive role in maintaining the health, reliability, performance, security, and lifecycle of the City’s technology environment. Responsibilities include infrastructure patching and upgrades; firewall and switch configuration; network monitoring and packet/traffic analysis; server and VMware administration; backup and recovery; wireless optimization; infrastructure documentation; and regular assessment of existing systems to identify opportunities for improved security, resiliency, capacity, performance, and operational efficiency.

The IT Analyst will also work closely with City departments to understand operational requirements and recommend appropriate hardware, connectivity, and infrastructure solutions that support efficient workflows. The position will participate in the planning and implementation of technology infrastructure for new and existing City facilities, including network architecture, wireless coverage, server and telecommunications room build-outs, equipment selection, structured cabling requirements, and infrastructure capacity planning.

The IT Analyst will be responsible for, but not limited to, the following:

Network Infrastructure Administration & Design

  • Design, configure, monitor, maintain, and troubleshoot enterprise network infrastructure, including switches, routers, wireless systems, network appliances, and related technologies to ensure secure, reliable, and high-performing connectivity.
  • Configure and maintain enterprise switching environments, including Aruba switching platforms, VLANs, trunks, port configurations, network segmentation, redundancy, and related Layer 2 and Layer 3 functionality.
  • Assist with network architecture and design using established industry standards and best practices for availability, security, resiliency, scalability, and manageability.
  • Analyze network traffic and performance using monitoring tools, packet analysis, protocol verification, logs, and other diagnostic methods to identify and resolve connectivity, latency, capacity, configuration, and performance issues.
  • Install, configure, maintain, and troubleshoot enterprise wireless infrastructure, including Aruba wireless solutions, and assist with wireless design, coverage planning, access point placement, interference mitigation, capacity, and performance optimization.

Firewall & Network Security Administration

  • Administer, configure, maintain, and optimize enterprise firewalls and related network security appliances, with experience supporting Palo Alto Networks Next-Generation Firewalls highly desirable.
  • Manage firewall security policies, rule sets, objects, VPN configurations, network address translation, threat prevention features, logging, firmware upgrades, and related functionality.
  • Implement network security best practices, including segmentation, access controls, secure management practices, infrastructure hardening, and vulnerability mitigation.
  • Partner with cybersecurity staff on vulnerability remediation, secure infrastructure configurations, monitoring and logging, access controls, and incident response requirements.
  • Maintain and evaluate infrastructure with consideration for applicable cybersecurity and compliance requirements, including PCI DSS, NIST guidance and frameworks, and Criminal Justice Information Services (CJIS) Security Policy requirements.

Server & Virtualization Administration

  • Administer and maintain physical and virtual server environments, including provisioning, operating system maintenance, patching, upgrades, performance monitoring, capacity management, configuration, and troubleshooting.
  • Administer and maintain enterprise VMware environments, including virtual machines, hosts, clusters, resource allocation, storage connectivity, upgrades, patching, monitoring, troubleshooting, and capacity planning.

Backup, Recovery & Business Continuity

  • Administer, monitor, and maintain enterprise backup and recovery solutions, including Veeam, for physical and virtual servers, network drives, Microsoft 365, and other supported systems; investigate and remediate backup failures, warnings, and capacity issues.
  • Perform and document periodic restoration and recovery testing to validate backup integrity and verify that critical systems and data can be successfully recovered.
  • Assist with disaster recovery and business continuity planning, testing, and improvements related to the City’s technology infrastructure and critical systems.

Infrastructure Maintenance & Lifecycle Management

  • Plan and execute firmware upgrades, hardware migrations, infrastructure changes, and technology integrations while minimizing disruption to City operations.
  • Regularly assess infrastructure health, capacity, configurations, and support status to identify aging or unsupported technologies, performance limitations, security concerns, and future needs.
  • Recommend and implement configuration enhancements, new capabilities, and infrastructure improvements based on operational requirements, manufacturer guidance, cybersecurity considerations, and current industry standards.

Infrastructure Documentation

  • Maintain accurate and current network diagrams, topology documentation, IP address management (IPAM) records, configuration backups, equipment inventories, addressing information, standard operating procedures, and other technical documentation necessary to support operations, troubleshooting, knowledge transfer, and audit requirements.

New Facilities & Infrastructure Build-Out

  • Plan and assist with implementation of network and technology infrastructure for new City facilities, expansions, remodels, and other construction or improvement projects.
  • Assist with the design and build-out of server rooms, telecommunications rooms, and network closets, including equipment racks, switching, structured cabling, fiber connectivity, UPS systems, power, cooling, physical security, equipment placement, redundancy, and future expansion requirements.
  • Develop network architecture and wireless coverage plans for new and existing facilities with consideration for operational requirements, anticipated growth, cybersecurity, resiliency, and future technology needs.

Departmental Technology Planning & Collaboration

  • Work collaboratively as part of the IT Department, sharing technical knowledge, coordinating responsibilities, and partnering with team members across infrastructure, applications, cybersecurity, GIS, and other technology initiatives.
  • Partner with City departments to understand operational needs, workflows, and technology requirements and recommend hardware, connectivity, and infrastructure solutions that support efficient and effective operations.
  • Collaborate with internal IT staff to ensure infrastructure solutions effectively support enterprise applications and City operations.
  • Communicate technical concepts, recommendations, risks, and solutions effectively to both technical and non-technical stakeholders.
  • Coordinate with vendors, contractors, and service providers while maintaining strong communication and collaboration with internal IT staff and affected City departments.

Continuous Improvement & Special Projects

  • Proactively identify opportunities to improve infrastructure reliability, performance, resiliency, cybersecurity, automation, manageability, and operational efficiency.
  • Evaluate emerging infrastructure technologies, capabilities, and industry practices and recommend solutions that provide meaningful operational, security, performance, or resiliency benefits.
  • Participate collaboratively in infrastructure improvements, technology initiatives, and special projects, contributing technical expertise while supporting shared departmental and organizational goals.
  • Perform other related infrastructure, systems, networking, cybersecurity, and technology duties as assigned.

MINIMUM AND DESIRABLE QUALIFICATIONS
In addition to the minimum qualifications (linked below), the ideal candidate will possess the following: 

  • A four-year college or university degree with major coursework in information systems, computer science, telecommunications, or a related field.
  • Five (5) years of increasingly responsible professional experience supporting enterprise IT infrastructure, with significant hands-on experience in network administration, switching, firewall management, server administration, and virtualization; seven (7) or more years of relevant professional experience is highly desirable.
  • Strong analytical, troubleshooting, documentation, communication, and collaboration skills, with the ability to work effectively as part of an IT team and with City departments, vendors, and other stakeholders.

LICENSES AND CERTIFICATIONS

  • Possession of, or ability to obtain, a valid California Driver's License by time of appointment.

ADDITIONAL REQUIREMENTS

  • Must successfully complete a comprehensive background investigation, including a polygraph examination.

Appraisal Interview

Based on the Department's needs, the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedure.
 
Eligible List: Once the appraisal has been completed, HR will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
Physical Demands
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and to visit various City and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds.
Environmental Elements
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
