Mental Health Clinician II - Homeless Outreach Stabilization Team (HOST)

The multi-disciplinary Homeless Outreach Stabilization Team (HOST) will work in the community to provide services which includes substance abuse treatment, medical services, rehabilitative support, case management and peer support services. The purpose of this program is to serve homeless individuals with behavioral health challenges who have demonstrated a combination of continuous service needs and functional impairments who have not shown to benefit from traditional outpatient programs currently available.

The Mental Health Clinician II will work collaboratively with a multi-disciplinary team serving homeless adults experiencing severe and persistent mental illness and substance use disorders. Provides targeted services to individuals that are highly vulnerable, lack of service connections or other support, and unable to engage in traditional service models. Clinician will collaborate with medical team, provide relevant psychoeducation to the larger team, and conduct clinical case review and staffing with other team members. Services will be provided at locations to include emergency homeless shelters, transitional homeless shelters, homeless encampments, transportation hubs, train stations, and other pertinent community location where people may gather.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. 

• Knowledge of service delivery models of including groups, skills training, brief/focused therapy, community-based interventions for adults with serious and persistent mental illness.

• Ability to communicate and engage effectively with individuals of varied backgrounds, trauma experiences, cultures, education level and socio-economic status.

• Perform mental health assessments and intake evaluations on selected clients; with the client’s participation, develop support and treatment plans.

• Plan, organize and facilitate treatment and support groups for clients, as appropriate.

• Provide staff/client training on substance abuse issues as appropriate.

• Participate as a member of a multi-disciplinary team providing ongoing advocacy and integration of services to homeless individuals.

• Advocate for client access to community resources and services, ensuring that client needs are met and rights maintained; consult and collaborate with community providers to ensure continuity of care.

• Participate in psychiatric consultation, supervision, program meetings and in‑service trainings; participate in clinical reviews and case conferences for clients on caseload.

• Perform FBH charting requirements, correspondence, Workday and other paperwork in a timely manner.

• Comply with the agency’s clinical accountability policies and procedures; maintain current and complete clinical records; participate in quality assurance reviews when assigned.

• Requires travel to see clients in the community and travel between work sites either via FBH owned Vehicles and/or personal vehicle.

• Other duties as assigned.

QUALIFIED CANDIDATES WILL HAVE:

REQUIRED:

1. Master’s degree in psychology, counseling, social work or related field from accredited college or university.

2. At the time of hire, , must meet the requirements of a Mental Health Professional as defined by WAC 246-341-0200 by having applied for one of the following DOH credentials:

• Licensed Agency Affiliated Counselor (LAAC) OR

• License Mental Health Counselor Associate (LMHCA) OR

• Licensed Independent Clinical Social Worker Associate (LICSWA) OR

• Licensed Marriage and Family Therapist Associate (LMFTA) AND THEN

• Credential must be active with DOH within 6 months of hire date unless currently meeting preferred licensure credential requirement below.

3. Must have an unrestricted and valid driver’s license, be able to pass a motor vehicle screening and driving test, have active car insurance, and be willing to use their personal vehicle in the course of work. 

PREFERRED:

• Active DOH licensure (LMHC, LICSW, or LMFT) in the State of Washington - Licensed employees have the title Mental Health Clinician III and thus, are at a higher pay scale as outlined below.

• LAAC does not qualify for Mental Health Clinician III or higher pay scale.

• 2 years’ experience providing clinical behavioral services.

• Community settings include but are not limited to residences, group/congregate living settings, hospitals, shelters, the streets or anywhere in the community at large.

• Some environments may not be ideal in terms of cleanliness or being habitable.

• Daily travel between locations is required.

• The ability to drive a vehicle, traverse distances up to several city blocks and on various terrains, navigate stairs, get in and out of vehicles frequently is required.

• Daily use of a computer is required.

• May be required to lift 10 - 20 pounds. 

• Blood-borne Pathogen Category III - No predictable exposure to blood-borne pathogens.

PAY RANGE (Hourly/ Non-Exempt):

• Mental Health Clinician II - No Licensure: $31.84 - $38.79

• Mental Health Clinician III - Licensure: $33.70 - $41.06

 

All pay is based on longevity at Frontier Behavioral Health; thus the starting pay for this position is as follows:

• Mental Health Clinician II - No Licensure: $31.84 per hour.

• Mental Health Clinician III - Licensure: $33.70 per hour.
