[What the role is]

Reporting to the Chief Executive Officer, the Group Director, Corporate Services Group is a key member of HSA's senior leadership team. The role supports the CEO in shaping HSA's strategic direction and leads the formulation and implementation of policies, programmes and initiatives that strengthen resource sustainability, corporate governance and organisational effectiveness.

The role provides strategic leadership and stewardship across the full spectrum of key corporate services — spanning people and culture; finance and procurement; communications and service quality; legal; compliance and data governance; information management and technology; enterprise risk, emergency preparedness and workplace safety; and infrastructure and sustainability — to enable HSA to operate effectively, securely, resiliently and sustainably, and transform them from predominantly transactional support functions into strategic enterprise enablers.

Key current priorities include overseeing the planning, development and delivery of HSA's new building, including organisational readiness and transition to the new premises; and ensuring that all corporate workstreams in support of the Regulatory Transformation Review exercise — which seeks to consolidate health regulatory and enforcement functions under HSA — are well-governed, seamlessly executed and effectively managed.

[What you will be working on]

The Group Director, Corporate Services Group advises and supports the CEO, HSA Board and senior management, and serves as a key interface with the Ministry of Health and other central agencies on corporate policy, governance and resourcing matters. Leading a multidisciplinary Corporate Services team, the Group Director develops its capabilities and balances competing priorities across HSA within available financial, manpower and infrastructure resources.

The Group Director provides enterprise-wide leadership across the following key areas of responsibility:

1. Financial Strategy and Stewardship

  • Lead HSA’s financial planning, budgeting and longer-term resource sustainability.
  • Ensure strong financial controls and Government compliance.
  • Develop options for enterprise resource allocation and advise the CE on significant trade-offs.
  • Strengthen costing, financial analytics and resource transparency to support decision-making.

2. Procurement and Commercial Management

  • Provide strategic leadership over procurement, sourcing, contracts and vendor management.
  • Promote innovative procurement approaches while maintaining fairness, transparency and governance.
  • Strengthen strategic supplier and contract-management capability.

3. Infrastructure and Sustainability

  • Lead HSA’s facilities and infrastructure strategy.
  • Provide executive leadership for the new HSA building and other major infrastructure programmes.
  • Ensure infrastructure design supports future operating models, technology, resilience and sustainability.

4. Digital and Information Enablement

  • Lead enterprise information-management strategy and corporate digital platforms.
  • Drive digitalisation, automation and appropriate AI adoption within corporate functions.
  • Ensure technology investment produces demonstrable improvements in productivity and user experience.
  • Work with technology and cybersecurity partners to ensure resilience and compliance.

5. Governance, Compliance and Legal

  • Establish strong corporate governance, compliance and assurance systems.
  • Oversee corporate legal support and legal-risk management.
  • Ensure contracts, agreements and organisational decisions appropriately protect HSA’s interests.
  • Escalate material governance or legal risks independently to the CEO

6. Enterprise Risk Framework

  • Own HSA’s enterprise-risk methodology, governance, reporting and assurance framework.
  • Ensure material risks and emerging issues are systematically identified and escalated.
  • Establish business-continuity and resilience standards.

7. Corporate Communications and Service Quality

  • Lead corporate reputation, media and internal communications.
  • Strengthen HSA’s service-quality framework and stakeholder experience.
  • Ensure feedback and service data translate into organisational improvements.
  • Coordinate communications during major incidents with the relevant professional leaders.

8. Corporate Services Transformation

  • Simplify, standardise and automate common processes.
  • Establish service standards and performance measures.
  • Benchmark corporate functions against appropriate public-sector and external comparators.
  • Drive measurable improvements in cost, turnaround time and internal customer experience.
  • Oversee all corporate workstreams in support of the Regulatory Transformation Review exercise, ensuring that the consolidation of health regulatory and enforcement functions under HSA is well-governed, seamlessly executed and effectively managed from a corporate perspective

9. Workforce Strategy

  • Develop HSA’s medium- and long-term workforce strategy, including (i) leadership pipelines, readiness and succession planning; (ii) talent and career development planning and pathways; (iii) recruitment, retention and performance management pathways; (iv) learning and future capabilities
  • Undertake workforce scenario planning and capability forecasting.
  • Identify critical workforce and capability risks.
  • Integrate manpower planning with technology, organisation design and future operating models.
  • Lead employee-relations strategy and union engagement.
  • Establish a robust people-analytics capability

10. Organisational Development

  • Assess organisational effectiveness and organisational health.
  • Define and embed desired organisational values and leadership behaviours.
  • Strengthen employee engagement and organisational identity.
  • Lead organisation-design reviews.
  • Strengthen collaboration across silos.
  • Develop leadership-team effectiveness.
  • Support major transformations through structured change management.
  • Build organisational capacity for innovation, experimentation and continuous improvement.

[What we are looking for]

  • 25 years of relevant working experience, preferably including 10–15 years in senior roles managing corporate, enterprise operations across multiple domains in the public or private sector.
  • A background in a scientific discipline would be advantageous for understanding HSA’s scientific and regulatory work.
  • Qualifications in public administration or a related field would be useful.
  • Experience overseeing complex corporate portfolios, large budgets, major transformation or infrastructure programmes, technology and cybersecurity, risk management and multidisciplinary teams.
  • Enterprise-wide perspective, strong public policy acumen and the ability to make sound strategic trade-offs across competing priorities and limited resources.
  • Dynamic, people-centered leadership with the ability to inspire and develop teams, combined with strong strategic thinking, sound judgement, stakeholder management, and excellent interpersonal and communication skills — with a track record of delivering results.
  • Sound knowledge of the Singapore Public Service operating environment and Government-wide policies, governance, audit and compliance requirements; experience dealing with central agencies and the Auditor-General’s Office would be useful.

The successful candidate will be offered a 1-year contract (with option for automatic renewal for a further one year) in the first instance.
