Utility Billing Office Manager

The Utility Billing Office Manager is responsible for overseeing the operations of the Utility Billing Department including billing and collection, meter reading and maintaining utility-related databases for the City of Hutchinson.

A Day in the Life:

1. Selects, supervises, directs and evaluates assigned staff, processes employee concerns and problems, directs work, counsels, disciplines, and completes employee performance appraisals
2. Plans and directs the city's utility billing operations
3. Trains and evaluates staff, ensuring adequate coverage for operational needs
4. Prepares the annual Utility Billing budget and manages expenses to avoid overruns
5. Writes and maintains operational policies and procedures for the Utility Billing Office
6. Monitors adherence to accounting rules, regulations and internal controls
7. Ensures the functionality and accuracy of meter reading and computer equipment for timely billing
8. Enforces city ordinances and resolves customer service issues, including billing disputes and complaints
9. Analyzes customer accounts for excess usage, billing errors and aging receivables
10. Resolves escalated customer complaints or service issues
11. Identifies and recommends solutions for problem areas in utility billing processes
12. Develops office systems and procedures to improve customer service and streamline functions
13. Works with city engineers and Public Works staff on the location of taps for new or existing locations
14. Provides information to establish utility billing rates for water, sewer and refuses services
15. Maintains and updates the Utility Billing webpage
16. Provides timely communications to customers regarding utility services and announcements
17. Enforces and maintains compliance with all federal, state and local laws and ordinances
18. Performs other duties as assigned or deemed necessary
19. Complies with all organizational and departmental policies and procedures
20. Operates all job-related equipment, machinery, tools and other aids as required or needed
21. Protects and maintains any confidential information you have access to, whether oral, written, or electronic

Position Requirements

1. High school diploma or other equivalent
2. Additional coursework in business or other closely related field
3. Bachelor's degree in business administration or related field preferred
4. Four years of responsible experience in billing or customer account management
5. Three years of supervisory experience preferred

Certfications/Licenses

1. Valid Kansas Driver's License with acceptable driving record
