Salary:  $5,643 - $8,299.00 ($6,034 - $8,874 PERS) 

Type:  Permanent, Full-time, Exempt, Management Service Non-Supervisory 

 

We are seeking a HR Generalist to join our Office of Relations, Management, and Support (ORMS) team at the Oregon Department of Education (ODE) 

 

This position follows a hybrid work model. Onsite presence will be required when business or operational needs are best supported in person, such as collaboration, training, or work that requires access to onsite resources. A driver’s license, an acceptable driving record, a personal vehicle, or an alternative means of transportation are required. This is an FLSA-exempt position and frequently exceeds a 40-hour work week and occasionally may require some evening and weekend work. 

 

Employees approved to work remotely must have a reliable and secure internet connection and maintain a professional work environment that supports productivity. While working remotely, employees are expected to maintain the same level of performance, responsiveness, communication, and availability as they would in the office.  

 

What you will do! 

 

This position serves as the subject matter expert in key Human Resources functions, including protected leave administration, classification and position management, and employee relations and will provide support to training and development and the HR Business Partners. The role provides guidance and technical assistance to managers, supervisors, and represented employees on classification, compensation, and leave matters. Additionally, the position analyzes workforce data to support operational strategies and serves as a resource for Workday and other HR systems

Typical duties include: 

  • Administer classification and compensation programs by conducting position and organizational analyses, coordinating classification and position actions, ensuring pay equity compliance, and providing guidance on classification, salary administration, and position management. 

 

  • Analyze and report workforce and HR data by developing reports, dashboards, and metrics; monitoring trends and compliance issues; and providing data-driven recommendations to support operational and strategic decision-making. 

 

  • Provide employee relations support by assisting with investigations, complaint intake, grievances, disciplinary actions, public records requests, unemployment claims, and other employee relations matters. 

 

  • Administer protected leave programs by determining eligibility, coordinating leave case management, ensuring compliance with federal and state leave laws, maintaining accurate records, and providing consultation to employees and managers. 
     

  • Serve as a cross-functional HR partner by collaborating with managers, payroll, budget staff, and agency stakeholders to ensure accurate HR data, compliance with policies and collective bargaining agreements, and effective resolution of workforce issues.

Minimum Qualifications (Required) 
 

A bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations, or a job-related course of study determined by the appointing authority and two years of Human Resource professional-level experience related to the position. 

 
OR 

 
Valid Certification as a Professional in Human Resource awarded by the Human Resource Certification Institute, and three years Human Resource professional-level experience related to the position. 

 
OR 

 
Five years Human Resource experience related to the position. Three of the five years must have been at the professional level. 

 
A master's degree in any of the above listed courses of study may substitute for one year of professional-level experience. 

 

The State Certified Human Resources Professional (SCHRP) certification, awarded by the Oregon Chief Human Resources Office, substitutes for six months of human resource professional-level experience. 

 

Valid certification as a SHRM Certified Professional awarded by a nationally recognized organization substitutes for one year of human resource professional-level experience. 

 

Valid certification as a PSHRA-CP from the Public Sector HR Association substitutes for one year of professional human resources experience. 

 

Preferred Skills & Knowledge (Desired Attributes) 

  • Employee Relations and Professional Judgment: Experience assisting with employee relations activities by answering routine questions, gathering information, and applying established guidelines, policies, procedures, collective bargaining agreements, and employment laws. Ability to recognize issues requiring higher-level review and appropriately escalate or refer matters to senior Human Resources staff. 
     

  • Professional HR Documentation: Experience preparing clear, accurate, and professional human resources documentation, including position descriptions, classification analyses, employee relations correspondence, and case-related materials. Ability to gather and organize information, draft documents for review, maintain confidentiality, and support higher-level Human Resources staff in employee relations and classification activities. 

 

  • Data, Metrics, and Reporting: Demonstrated experience collecting, analyzing, and presenting HR data and metrics using Power BI, PowerPoint, Excel, Workday reporting, or other reporting and data visualization tools.  

 

  • Protected Leave Administration and Compliance: Demonstrated experience administering FMLA, OFLA, Paid Leave Oregon, Paid Family and Medical Leave Washington, military leave, or other protected leave programs, including determining eligibility, interpreting regulations, maintaining documentation, and ensuring compliance with applicable laws, policies, and contractual requirements. 

 

  • HR Technical Knowledge: Demonstrated experience with learning platforms, pay equity reviews, position management, and conducting classification analyses including reviewing positions, evaluating job duties, reclassifications, and developing position descriptions in the public sector and a union environment.
