We work collaboratively with the Victorian State Government to ensure we fulfill regulatory requirements, deliver State projects and safeguard customer data. The Victorian State Government retains sole responsibility for road access, infrastructure and safety.

About the Opportunity
The Head of Architecture leads the organisation's Architecture function and is responsible for defining and governing the enterprise architecture vision, standards, roadmaps and practices that support business and technology strategy. The role provides leadership across Enterprise, Domain and Solution Architecture, ensuring technology investments and solutions are aligned, secure, scalable and sustainable. Working closely with business and technology leaders, the role drives technology modernisation, architectural excellence and capability uplift to enable the successful delivery of strategic outcomes
- Enterprise Architecture Strategy: Develop and maintain the enterprise architecture vision, strategy, principles and standards, translating business objectives into technology roadmaps and architectural direction that align investments to long-term organisational outcomes while identifying opportunities to simplify, modernise and optimise the technology landscape.
- Architecture Governance: Establish and maintain architecture governance frameworks, standards, patterns and decision-making processes, providing oversight of architecture reviews, ensuring compliance with enterprise standards and governance requirements, and managing architecture exceptions and technical debt through structured governance practices.
- Architecture Oversight: Provide leadership and guidance to Enterprise Architects across strategic programs and initiatives, ensuring solution designs align with enterprise architecture principles, security requirements and strategic roadmaps, while governing key design decisions and balancing business needs with long-term sustainability, scalability, resilience and cost effectiveness
- Technology Strategy and Modernisation: Lead architecture planning for business and technology modernisation initiatives, developing target-state architectures and transition roadmaps, assessing emerging technologies and industry trends to identify business value opportunities, and promoting the adoption of reusable architecture patterns, platforms and capabilities that accelerate delivery and support organisational transformation.
- Cross Functional Partnerships: Partner with Delivery/EPMO, Technology Reliability & Operations, Cyber Security and business leaders to align architecture outcomes with organisational priorities, collaborating across technology leadership to shape security, infrastructure, cloud and network architecture, and influence strategic planning and investment decisions through architecture-led insights and recommendations.
- Risk, Security and Compliance: Ensure architecture decisions address security, privacy, resilience and regulatory requirements, proactively managing architecture-related risks, dependencies and constraints while supporting technology risk management, business continuity, assurance activities, and compliance with governance and regulatory standards.
- Architecture Capability and Leadership: Lead, mentor and develop the Architecture team, fostering a high-performing and collaborative architecture practice while establishing capability frameworks, career pathways and succession plans, driving continuous improvement in architecture methods, tools and standards, and promoting knowledge sharing and professional development across the function.
- Stakeholder Engagement and Influence: Act as a trusted advisor to executive and senior stakeholders, communicating complex architecture concepts and trade-offs in a clear, business-focused manner while building strong cross-functional relationships, influencing strategic decision-making, and providing architecture input into investment proposals, business cases and governance forums.
- Operational Excellence: Monitor and report on architecture performance, standards compliance and roadmap execution, measuring the effectiveness of architecture outcomes, driving simplification, standardisation and rationalisation across the technology estate, and ensuring architecture practices deliver measurable business value and enable efficient delivery outcomes.
About You
You are a seasoned enterprise architecture leader with extensive experience operating in large, complex organisations and a proven ability to establish, lead and mature enterprise architecture functions. You bring deep expertise in architecture operating models, governance frameworks, standards and strategic planning, with a strong track record of aligning business strategy, customer outcomes and technology investments through effective enterprise architecture practices and roadmaps.
You possess broad technical knowledge across application, data, integration, cloud and infrastructure architecture domains, supported by recognised professional certifications such as TOGAF, ArchiMate, Cloud Architecture or equivalent. You have successfully led large-scale technology modernisation, digital transformation and strategic change initiatives, helping organisations navigate complexity while delivering sustainable business value.
A trusted advisor to executives and senior stakeholders, you are highly skilled at influencing strategic decision-making, providing clear technology direction and presenting recommendations in governance and investment forums. You are also passionate about building high-performing architecture teams, developing capability, and fostering a culture of collaboration, continuous improvement and architectural excellence.
Your strong understanding of security, privacy, compliance, risk management and technology governance is complemented by sound commercial acumen and the ability to balance innovation, investment priorities and organisational objectives. Above all, you are a strategic thinker who can translate complex business challenges into practical architecture outcomes that enable long-term organisational success.
