About the Program
Jhpiego serves as a technical support partner to the State Health Society, Bihar, helping strengthen the implementation of Comprehensive Primary Health Care (CPHC) through Ayushman Arogya Mandirs. Its role includes building the capacity of Community Health Officers and frontline health workers, supporting quality assurance systems, strengthening health service delivery, promoting community engagement, and facilitating the expansion of essential primary healthcare services. Jhpiego also supports the government in developing sustainable health-system processes to improve access, quality, and equity in primary healthcare.
About the Position
The Senior Program Officer - Telemedicine, eSanjeevani & Urban Health will support the implementation and scale-up of telemedicine and urban primary healthcare initiatives under the Comprehensive Primary Health Care (CPHC) Project in Bihar. Reporting to the Senior Program Manager (SPM), the incumbent will provide programmatic and technical support to strengthen the delivery and utilization of eSanjeevani teleconsultation services, while contributing to the overall strengthening of urban primary healthcare systems.
The position will work closely with the State Health Society Bihar (SHSB) and other key stakeholders to support planning, implementation, monitoring, and scale-up of telemedicine and urban health interventions. The role will focus on improving healthcare access, enhancing service delivery efficiency, and promoting the integration of digital health solutions within urban healthcare systems.
The Senior Program Officer will support program planning, performance monitoring, capacity building of healthcare providers, stakeholder coordination, documentation, and reporting. The incumbent will also facilitate the adoption of innovative and technology-enabled solutions to improve teleconsultation uptake, strengthen referral linkages, and enhance the quality of services delivered through urban health facilities.
Responsibilities
- Support the State Health Society Bihar (SHSB) in the implementation and scale-up of eSanjeevani telemedicine and urban health interventions under the Comprehensive Primary Health Care (CPHC) Project.
- Provide technical and programmatic support for strengthening telemedicine-enabled service delivery across UPHCs, UHWCs, and Ayushman Arogya Mandirs.
- Assist SHSB in developing and implementing state-level strategies, operational plans, and guidelines related to telemedicine and urban health.
- Support the adoption, utilization, and performance monitoring of the eSanjeevani platform across urban health facilities.
- Coordinate with SHSB, district health authorities, Urban Local Bodies (ULBs), and healthcare facilities to ensure effective program implementation.
- Identify implementation bottlenecks and support innovative solutions to improve teleconsultation uptake, referral systems, and service quality.
- Assist in the preparation of PIPs, project proposals, technical documents, progress reports, presentations, and donor updates.
- Collaborate with MERL teams to monitor key indicators, track program performance, and support data-driven decision-making.
- Support documentation of project achievements, best practices, innovations, and lessons learned.
- Facilitate capacity-building, training, and supportive supervision of healthcare providers and government stakeholders on telemedicine and digital health initiatives.
- Represent the project in technical meetings, review forums, and stakeholder consultations as required.
- Undertake travel within Bihar to support implementation, monitoring, and coordination activities.
- Perform other responsibilities assigned by the Senior Program Manager to support project objectives.
Required Qualifications
- Master’s degree in public health, MSc Nursing, MD Community Medicine with Bachelor in Medical/ Nursing/Social Sciences or any Development related field from Tier 1 University / Institute.
- 7 years of relevant work experience in leading large organizations, building and managing high calibre teams and implementation of projects
- Ability to think strategically, handle ambiguity, and problem solve in a fast-paced, limited-structure, multicultural environment
- Exceptional interpersonal skills, demonstrated ability to build strong professional relationships with a range of stakeholders in a challenging, multi-cultural environment
- Impeccable written and verbal communication competencies, and fluency in English & Hindi
- Ability to manage multiple work streams simultaneously, set priorities.
- Ability to be effective in high-pressure situations and work in a fast-paced, limited-structure, multicultural environment.

- Proficient computer skills in Microsoft Office Suite applications, including Word, Excel, PowerPoint, Outlook and data tools like Stata, SPSS, R, Tableau, Power BI, etc.
