Cigna Healthcare in Europe

Cigna Healthcare operates the European business through two Belgian based insurance entities, Cigna Life Insurance Company of Europe and Cigna Europe Insurance Company. Both companies are subject to the Belgian prudential supervision conducted by the National Bank of Belgium and to the supervision of the Financial Services and Markets Authority in the field of conduct regulation. They are the unique risk carriers for Cigna Healthcare's various business lines across Europe, including third countries such as Switzerland and the UK. Total revenues of the European group amount 1.5 billion euro.

About The Role

The Chief Risk Officer (Europe) is a critical role responsible for leading the Risk Management Function of Cigna Healthcare's European Group.

Acting as the Risk Management Key Function Holder, the CRO Europe is accountable for the effectiveness of the enterprise risk management framework and ensuring compliance with related regulatory requirements. This role provides independent oversight of strategic, financial, operational, and regulatory risks while partnering closely with executive leadership to support informed decision-making and sustainable business growth.

The successful candidate will play a key role in the governance of the European business and help ensure the long-term financial strength, operational resilience, and regulatory compliance of Cigna Healthcare.

This is a unique opportunity for an experienced risk leader to influence strategy, strengthen risk culture, and contribute to the success of a global healthcare organisation operating in a complex international environment.

You'll Be Responsible For:

Enterprise Risk Management

• Leading the development, implementation, and continuous enhancement of the Enterprise Risk Management Framework in line with Solvency II requirements.
• Owning and maintaining the Risk Appetite Framework, including risk limits, monitoring, and escalation processes.
• Leading the Own Risk and Solvency Assessment (ORSA) process and ensuring risk considerations are integrated into strategic planning and capital management activities.
• Promoting a strong risk culture and embedding effective risk management into business decision-making processes.

Financial Risk Management

• Measuring and monitoring underwriting, investment, currency and credit-related risks.
• Leading solvency monitoring, stress testing,  capital adequacy assessments and Rating Agency engagement.
• Providing independent challenge and risk-based insight on business performance, strategic initiatives, and key business decisions.

Operational Risk Oversight

• Providing independent second-line oversight of operational risk management, including business resilience, third-party risk, operational resilience, and technology-related risks.
• Ensuring operational risks and incidents are appropriately identified, assessed, monitored, and reported.
• Supporting the ongoing enhancement of internal controls and governance processes.
• Governance and Regulatory Engagement
• Contributing to Boards, Executive Committees, and governance forums, providing independent risk advice and challenge.
• Acting as the primary contact for regulators on risk management matters.
• Leading risk-related regulatory reporting and supporting supervisory reviews and assessments.
• Ensuring compliance with applicable regulatory requirements, including Solvency II.

What You'll Bring To The Role:

• Extensive experience within insurance risk management, including senior leadership responsibilities within a regulated insurance environment.
• Strong experience operating within international and matrixed organisations.
• Demonstrated success engaging with Boards, Executive Committees, regulators, and senior stakeholders.
• Experience leading enterprise-wide risk management programmes and regulatory initiatives.

Technical Expertise

• Deep knowledge of Solvency II, Enterprise Risk Management frameworks, and ORSA requirements.
• Strong understanding of capital management, stress testing, risk modelling, and solvency assessment methodologies.
• Experience leveraging data, reporting capabilities, automation, and technology to strengthen risk management effectiveness.
• Ability to translate complex technical and regulatory requirements into clear, actionable business insights.

Leadership Capabilities

• Credible and influential leader with the ability to provide independent challenge while maintaining strong business partnerships.
• Excellent communication and stakeholder management skills.
• Strong strategic thinking and commercial judgement combined with a disciplined risk mindset.
• Hands-on, detail-oriented, and committed to delivering high-quality outcomes.
• Comfortable operating in a dynamic and fast-paced environment.
• Qualifications
• Master degree in Actuarial Science, Finance, Economics, or a related discipline.
• Professional qualifications in risk management or a related field are advantageous.
• Ability to meet applicable regulatory fit and proper requirements for a Solvency II Key Function Holder.
