What You Will Do:

The Technology Project Manager leads the planning, execution, and delivery of complex technology modernization, interoperability, and data management initiatives supporting public health organizations. This role is responsible for managing projects across the full technology project lifecycle, including business case development, requirements gathering, solution design, development, testing, deployment, sustainability planning, and project closeout. The Project Manager serves as the primary bridge between public health agencies (PHAs), technical teams, architects, developers, vendors, and executive leadership to enable on time delivery of technology solutions, within budget, and aligned with organizational objectives.

The role requires strong experience managing systems integration, cloud-based solutions, data modernization efforts, and technology transformation initiatives while maintaining oversight of scope, schedule, budget, quality, risks, dependencies, and client expectations throughout the project lifecycle.

Key Responsibilities

  • Serve as the primary PoC for clients, responsible for building strong client relationships, demonstrating a high degree of responsiveness and accountability for giving our clients an amazing experience.

  • Maintain and update project plans, timelines, milestones, dependencies, and tasks using Jira and approved project documentation.

  • Facilitate internal and PHA-facing meetings such as standups, check-ins, and retrospectives; prepare agendas, document meeting notes, and track action items.

  • Coordinate project documentation, including charters, deliverables, meeting materials, and final work products, following established templates and file conventions.

  • Support risk, issue, and dependency tracking; communicate potential blockers and considerations to project leadership in a timely manner.

  • Collaborate with technical and business team members to align tasks, milestones, and deliverables.

  • Monitor overall quality and completeness of project outputs prior to submission or handoff.

  • Support Agile ways of working by coordinating backlog updates, milestones, and Jira task hygiene.

  • Contribute to post-project reviews and application of lessons learned across engagements.


What You Will Need:

  • Must be able to OBTAIN and MAINTAIN a Federal or DoD "NACI"; candidates with an ACTIVE NACI or SUITABILITY are preferred.

  • Bachelor’s Degree.

  • SIX (6) or more years of professional experience, including at least four (4) years leading full lifecycle technology projects from initiation through operational transition and closeout.

What Would Be Nice To Have:

  • Bachelor's Degree in Information Technology, Computer Science, Information Systems, Engineering, Public Health Informatics, Business, or a related field.

  • PMP, PMI-ACP, Scrum Master, SAFe, ITIL, or other relevant project management certifications preferred.

  • Leading full lifecycle technology projects from initiation through operational transition and closeout.

  • Demonstrated experience managing all phases of the System Development Lifecycle (SDLC).

  • Experience managing technology modernization, software implementation, systems integration, cloud migration, data platform, or digital transformation initiatives.

  • Experience developing and maintaining project charters, integrated project plans, schedules, roadmaps, status reports, executive briefings, and implementation plans.

  • Demonstrated success managing multiple concurrent technology projects with competing priorities and stakeholder groups.

  • Experience leading cross-functional teams, including solution architects, software developers, engineers, data specialists, cybersecurity personnel, business analysts, product owners, and subject matter experts.

  • Proven experience managing technology project scope, schedule, budget, quality, risks, issues, assumptions, dependencies, and change requests.

  • Experience coordinating vendor, contractor, and stakeholder activities across complex technology environments.

  • Strong understanding of technology delivery methodologies, including Agile, Scrum, SAFe, Hybrid, and Waterfall approaches.

  • Ability to translate business needs into technical workstreams and communicate effectively with both technical and non-technical stakeholders.

  • Strong analytical, problem-solving, organizational, and decision-making skills.

  • Excellent written, verbal, presentation, and executive communication skills.

  • Experience leading public health technology modernization, interoperability, data exchange, surveillance, informatics, or enterprise data management initiatives.

  • Working knowledge of public health systems, interoperability standards, and data exchange frameworks, including HL7, FHIR, APIs, and related technologies.

  • Direct experience supporting CDC, HHS, state, local, tribal, or territorial public health technology programs.

  • Experience overseeing cloud-based platforms and services (Azure, AWS, or Google Cloud Platform).

  • Familiarity with DevSecOps frameworks, CI/CD pipelines, automated testing, infrastructure-as-code, and modern application delivery practices.

  • Experience supporting enterprise architecture, system modernization, legacy system migration, or digital transformation programs.

  • Experience managing AI-enabled technologies, advanced analytics, decision-support tools, automation solutions, or data modernization initiatives.

  • Familiarity with cybersecurity, privacy, and regulatory requirements applicable to government and public health environments.
