Job Description:

• EXCELLENCE DIRECTOR
  
  Provides senior-level management, strategic, and supervisory responsibilities for excellence activities including quality, continuous improvement, risk, training, and knowledge transfer activities for a major program, to ensure that products or services provided are in accordance with customer and Parsons' excellence  requirements. This position offers strategic leadership in the development and implementation of Quality systems, procedures, and related excellence activities. Regularly interacts with executive and senior-level representatives from across the business, including leadership, program/project management, safety, design/engineering, contracts, procurement, construction, and other personnel.
  
  Specific Responsibilities

  - Participates in the interview and selection process (including hiring recommendations), and makes staffing assignments in accordance with department requirements.
  - Conducts performance evaluations and makes appropriate recommendations for required actions, including recommendations for advancement, changes in status, or disciplinary action.
  - Manages the salary administration process, including preparing the annual salary plan and recommending salary actions for merit increases and/or promotions.
  - Provides Quality Systems leadership using the Parsons Quality Management System as the basis for process development and optimization, procedure development, data collection and reporting, and Quality Systems training.
  - Directs and facilitates efforts to maintain Parsons Excellence-related certifications.
  - Interfaces at senior and executive levels with regards to performance improvement.
  - Collaborates with Excellence representatives in each business unit, in facilitating Quality and Risk training programs, achieving present current objectives, setting future objectives and providing input and coordinating output from Management Reviews.
  - Directs and facilitates the continued improvement of the program Quality Management System and culture of Quality at Parsons.
  - Provides leadership, guidance and training to both Parsons and Client personnel; monitors performance, and identifies skills, training, and capabilities needed for business activities for each discipline.
  - Acts as a liaison with programs/projects, customers, contractors and/or internal departments on quality related matters and staffing.
  - Guides and advances the overall performance of quality at Parsons.
  - Identifies and reports to executive management excellence issues or trends based on data from a variety of sources.
  - Provides input to management on organization performance metrics, and processes or procedural system improvements.
  - Performs other responsibilities associated with this position as may be appropriate.
  
  Skills and Competencies
  
  - Requires expert management ability and extensive knowledge of Quality Management practices, processes and current technology
  - Requires thorough experience in directing and implementing quality management systems and standards specified by ISO 9000, ASME, ANSI, ASTM and similar organizations
  - Clear communication, presentation, and interpersonal skills. Confidence to interface with executive management, clients, customers, etc.
  - Ability to analyze business situations (ROI, cost per unit)
  - Effective written, verbal, analytical, problem-solving, and risk assessment skills. Ability to make public presentations
  - Proficiency in Microsoft Office (Word, Excel, PowerPoint)
  - Attention to detail
  - Expert working knowledge of ISO Quality Management Systems Standards
  - Ability to direct and manage team members with day to day quality activities as well as special projects to assure timely completion
  - Possesses working knowledge of more than one area of industry such as infrastructure, government, aviation, process, or transportation
  
  
  Education and Typical Experience
  
  - Bachelor's Degree in Bachelor of sciences in engineering from accredited university.
  - Minimum 20 years’ experience of direct professional oversight of the following functional areas: project controls (cost, schedule, scope, trends); environment, safety & health; risk management; contracts, procurement; financial management; quality assurance and quality control. experience gained on large projects.
  • Expert knowledge of project process improvement, change management, leadership initiatives and managing change in the infrastructure industry environment with major government and/or semi-government projects (preference for Middle East and in KSA experience).
  • Excellent verbal and written communication skills.
  • Demonstrated ability to prepare and present effective oral and written reports.
  International experience: experience of working internationally (preference KSA experience).

  - 10+ years experience in a supervisory or management capacity
  - Requires proven experience in directing and implementing quality management systems and standards specified by ISO 9000, ASME, ANSI, ASTM and similar organizations.
  
  Licenses and Certifications
  
  - Quality-related certification(s) (e.g. CMQ/OE, CQA, or CQE) or ability to obtain within 6-months of hire.
  - (Preferred) Active membership in a nationally-recognized Quality organization.
  - (Preferred) Professional Engineer registration or Chartered Engineer.
