Description
- Emergency Preparedness & Coordination - establishing rapid response teams, provincial search and rescue units, and activating emergency operations centers.
- Shelter & Relief Support - pre-positioning emergency supplies, constructing temporary shelters, and ensuring rapid deployment within 24-72 hours after disasters.
- Health & WASH Services - training health workers, deploying mobile medical camps, distributing dignity kits, and restoring safe water and sanitation systems.
- Protection & Logistics - providing mental health and psychosocial support, safeguarding vulnerable groups, and creating an emergency transportation fund for rapid deployment.
- Coordinating project administration and logistics, including event and workshop arrangements, travel coordination, meeting scheduling, minute taking and project documentation.
- Monitoring project implementation progress and follow up on action items in close collaboration with project leads and relevant stakeholders.
- Providing project-related finance support, including preparing advance requests, consultant contracts in compliance with organizational policies, approved budgets and donor requirements.
- Maintaining accurate records of project activities, participant attendance and related expenditures, including travel, accommodation and per diem costs.
- Participating in field visits and monitoring activities to support project implementation and partner engagement and contribute recommendations for project improvements where appropriate.
- Assisting in the planning and implementation of project activities, including capacity-building initiatives, training, workshops, events and campaigns conducted both online and in person.
- Serving as the primary procurement focal point for the RISE project and coordinate end-to-end procurement activities with project staff, partners, and suppliers until the timely delivery of good and services.
- Supporting the team lead in developing, maintaining, and monitoring procurement plans for assigned project (RISE) in collaboration with project managers and budget holders and ensuring procurement activities are initiated timely and sufficiently, and implementation risks are proactively managed.
- Supporting the Team Lead in reviewing procurement request for completeness and compliance, prepares procurement documentation in compliance with LWR policies and donor requirements.
- Processing procurement-related advances, accruals, payments, and acquittals.
- Maintain complete and accurate procurement files and ensure procurement records, documentation are properly archived in the shared drive and systems, ready for audit and reporting purposes as required.
Procurement Compliance and Vendor Management:
- Manage supplier relationships and contribute to supplier performance evaluation and continuous improvement which includes:
- Preparing vendor setup forms and coordinating with vendors to obtain required registration documents.
- Creating and maintaining vendor information in the system.
- Supporting the annual vendor performance review process.
- Supporting procurement reporting and other procurement-related administrative tasks as required.
- Bachelor's degree in Business Administration, Logistics, Supply Chain, Finance, Accounting, Economics or related field
- Minimum 3 years of progressive responsible experience in administration, procurement, project and financial support, operations, purchasing or administration.
- Experience working in a development program, donor-funded project or international NGO.
- Experience in using acquisition/procurement and contracting application
- Demonstrated strong understanding of procurement processes, policies, and best practices
- Strong interpersonal skills including communication, negotiation, time management and teamwork skills.
- Demonstrate ability to learn organizational specific systems in procurement and contracting Desirable:
- Proficiency in Office 365 applications including Word, Excel, SharePoint, and PowerPoint. Ability to work effectively both independently and as part of a team.
- Strong team player with excellent interpersonal communication skills.
- Attention to detail and ability to manage multiple tasks simultaneously
- Strong organizational skills
- Professional fluency in English and Vietnamese required.
- The physical requirements that may be needed to execute responsibilities may include bending, standing, and walking, etc.

- LWR has an in-person work policy, with all employees reporting to the office Monday through Friday The employee must be available to work outside normal office hours or on the weekends as required.
- This position must be able to travel as required for standard domestic and international business purposes. While performing the duties of this job in different locations, the employee may be exposed to precarious settings under high-security risks and/or very basic living conditions and outside weather conditions, as well as to infectious diseases.
