Job Responsibilities

Leadership, Team Management and Governance

• Lead, organize and develop the HVAC & CCMS team, with clear accountability for operations support, asset management, engineering, projects and vendor governance. 
• Establish annual objectives, role-based KPIs and work plans aligned with Facilities and business priorities; review performance regularly and implement timely corrective actions. 
• Provide supervision, coaching, technical guidance, performance feedback, recognition, succession planning and structured capability development for team members. 
• Promote a strong safety, ownership and service culture, and ensure work is planned, reviewed and executed with appropriate risk controls and management oversight. 
• Ensure policies, standards, SOPs, records and technical documentation are current, controlled and consistently applied.

Engineering Design Review and Technical Assurance

• Lead and approve engineering assessments, design briefs, basis-of-design criteria, calculations, equipment selections, control philosophies, sequences of operation, network architecture, drawings and technical specifications for HVAC and CCMS works. 
• Ensure designs meet operational requirements for capacity, reliability, redundancy, energy efficiency, cybersecurity interfaces, maintainability, accessibility, lifecycle value and future expansion. 
• Conduct design coordination, constructability, maintainability and operational-readiness reviews with consultants, contractors, vendors, IT/OT, Security, Fire Safety, Operations and other stakeholders. 
• Challenge technical assumptions and value-engineering proposals without compromising safety, statutory compliance, performance or asset life. 
• Ensure testing, commissioning, system integration, trending, functional performance verification, document handover and defect closure are completed before acceptance. 

HVAC and CCMS Operations Support 

• Provide engineering direction and timely support to the Facilities Operations team for plant operation, alarms, system abnormalities, recurring defects, comfort issues, indoor environmental concerns, critical incidents and operational recovery. 
• Ensure operating strategies, setpoints, schedules, alarm priorities, control sequences and escalation protocols support business needs while optimising energy and equipment performance. 
• Lead or oversee root-cause analysis for significant failures and recurring issues; define corrective and preventive measures and verify their sustained effectiveness. 

• Take a hands-on approach to troubleshooting complex HVAC and CCMS faults, working closely with the team and specialist vendors to diagnose issues, restore system performance and verify effective rectification.
• Maintain asset registers, criticality assessments, lifecycle condition data, obsolescence risk, contingency plans, emergency response procedures, business continuity arrangements and long-term renewal or replacement strategies. 
• Coordinate planned outages, isolations, temporary arrangements and recovery plans to minimise operational disruption. 

Work Planning and Execution 

• Plan, prioritise and control preventive, predictive and corrective maintenance, improvement works, A&A works and system upgrades across occupied and business-critical environments. 
• Ensure approved method statements, risk assessments, permits, access arrangements, shutdown plans, testing requirements and reinstatement checks are in place before work starts. 
• Monitor work quality, schedule, safety, coordination and site progress; resolve constraints promptly and escalate material risks or deviations. 
• Maintain a visible, hands-on presence during critical and time-sensitive works, ensuring activities are properly coordinated, constraints are resolved promptly and completion is achieved within the stipulated timeframe.
• Ensure completed works are inspected, tested, commissioned and documented, including as-built drawings, O&M manuals, training, warranties, spares and handover records. 
• Coordinate execution with Facilities Operations, business units and support functions to protect guests, team members, assets and continuity of operations. 

CAPEX and Project Delivery 

• Develop the HVAC & CCMS capital plan based on asset condition, obsolescence, reliability risk, compliance needs, capacity, energy performance, business continuity, maintainability and business requirements. 
• Prepare project justifications, budgets, scopes, technical specifications, procurement inputs, phasing plans, risk registers, operational impact assessments, authority or compliance considerations and implementation strategies. 

• Ensure timely and detailed review of CAPEX proposals and works, including scope, design, technical submissions, cost, schedule, risks, change control, site progress, testing, commissioning and close-out documentation.
• Lead or govern CAPEX execution from concept and design through tender, award, construction, testing, commissioning, handover, financial close-out and benefits realisation. 
• Monitor project scope, cost, schedule, quality, safety and operational impact; control changes and ensure deviations are formally evaluated and approved. 
• Provide accurate progress, forecast, risk and decision updates to Facilities leadership and relevant stakeholders. 

Cost and Financial Management 

• Prepare, manage and forecast sectional OPEX and CAPEX budgets, with clear linkage between expenditure, asset risk, operational performance and business value. 
• Review quotations, tender returns, variation proposals, claims, payment recommendations and lifecycle costs to ensure technical validity, commercial reasonableness and budget compliance. 
• Identify cost optimisation opportunities through demand management, energy efficiency, maintenance strategy, contract structuring, standardisation and lifecycle planning. 
• Maintain financial discipline through timely commitments, accruals, forecasts, cost-to-complete reviews and variance explanations. 
• Ensure expenditure complies with Company policies, approval limits, procurement procedures, financial controls and the appropriate OPEX/CAPEX classification principles. 

Outsourced Vendor and Contract Management 

• Define, if not established, and track service scopes, performance standards, staffing requirements, response and rectification times, reporting requirements, technical competencies and contractual KPIs for outsourced HVAC and CCMS services. 
• Govern vendor mobilization, deployment, safety, work quality, preventive maintenance completion, breakdown response, backlog, repeat defects, documentation, spares and statutory obligations. 
• Conduct structured performance reviews using verified data, trend analysis, site audits and stakeholder feedback; require recovery plans where performance is below target. 
• Apply contractual remedies, service credits or escalation processes where appropriate, and provide evidence-based recommendations for renewal, re-tender or scope adjustment. 
• Ensure vendors provide competent personnel, effective supervision, approved tools and test equipment, and complete maintenance and technical records. 

KPI and Performance Management 

• Establish a balanced KPI framework for the internal team and vendors covering safety, compliance, system availability, alarm and incident response, preventive maintenance completion, repeat failures, work-order ageing, energy performance, project delivery, cost control, documentation quality and stakeholder service. 
• Define data sources, ownership, targets, measurement rules, reporting frequency and escalation thresholds to ensure KPIs are objective and auditable. 
• Review trends and exceptions, distinguish activity measures from outcome measures, and convert findings into accountable improvement actions. 
• Report material risks, performance gaps, recovery status and achievements clearly to Facilities leadership. 

Stakeholder Management and Cross-Functional Coordination 

• Act as the principal HVAC & CCMS technical representative for Facilities leadership, Operations, business units, Projects, Procurement, Finance, IT/OT, Cybersecurity, Security, Fire Safety, Sustainability and other support functions. 
• Engage stakeholders early to define requirements, operational constraints, access, phasing, communication, acceptance criteria and handover expectations. 
• Coordinate consultants, contractors, original equipment manufacturers and specialist vendors to resolve interface issues and deliver integrated outcomes. 
• Provide clear technical advice, risk-based recommendations and decision papers to support timely management decisions.
• Maintain effective communication during incidents, shutdowns and critical works, including escalation and status reporting.

Regulatory, Statutory and Standards Compliance 

• Ensure HVAC and CCMS assets, operations, maintenance and projects comply with applicable Singapore legislation, statutory requirements, codes of practice, authority conditions, permits and Company standards. 

• Ensure indoor air quality and other applicable indoor environmental parameters are monitored, assessed and maintained within prevailing regulatory, statutory and Company requirements; investigate non-compliance or adverse trends promptly, implement corrective actions and maintain complete supporting records.
• Coordinate required inspections, testing, certifications, submissions, licence or permit renewals and closure of authority or audit findings. 
• Maintain complete and retrievable compliance records, including inspection, maintenance, calibration, test, commissioning and rectification evidence. 
• Monitor changes in regulatory and technical requirements, assess their impact and implement necessary updates to standards, systems and work practices. 
• Support authority engagements, internal and external audits, incident investigations and formal compliance reporting. 
• Ensure compliance expectations are built into maintenance scopes, service contracts, projects, testing regimes and handover requirements so that statutory and Company obligations are sustained beyond project completion. 

Sustainability, Energy and Continuous Improvement 

• Drive energy and water efficiency, carbon-reduction and operational optimisation initiatives for HVAC and CCMS systems while maintaining indoor environmental quality and business requirements. 

• Monitor and manage chilled-water demand to remain within the contracted demand agreed with SDC. Where demand exceeds the contractual limit, validate whether the increase is justified by approved operational or business requirements; otherwise, establish and implement a time-bound action plan to restore demand within the agreed limit.
• Monitor and maintain the chilled-water return temperature to SDC at or above the minimum value stated in the SDC contract. Where the return-water temperature falls below the contractual requirement, identify the cause and ensure a time-bound corrective action plan is implemented to restore performance within the agreed limit.
• Use CCMS trends, metering, analytics and asset data to identify performance gaps, diagnose issues and verify improvement outcomes. 
• Evaluate relevant technologies and digital solutions through controlled trials, cybersecurity review, lifecycle assessment and measurable business cases. 

• Embed lessons learned, standardisation and continuous improvement into designs, specifications, maintenance strategies and operating practices. 

Job Requirements

Education & Certification

• Degree in Mechanical Engineering, Building Services Engineering, Facilities Management or a related engineering discipline is preferred.
• Relevant professional certification or registration in facilities, energy, project, construction, controls or engineering management is advantageous.

Experience

• Minimum 10 years of substantial engineering, operations, maintenance and/or project experience in large-scale properties such as an Integrated Resort, hospitality, mixed development, MICE or similarly complex facilities.
• Demonstrated leadership responsibility for HVAC systems and building controls/CCMS, including technical governance, operations support, outsourced service delivery and project execution.
• Strong practical knowledge of chilled-water systems, air-side systems, ventilation, controls, field instrumentation, system integration, testing and commissioning, fault diagnosis and asset lifecycle management.
• Proven experience in engineering design review, tender and contract management, OPEX/CAPEX control, vendor KPI management and stakeholder coordination.
• Working knowledge of applicable Singapore statutory, regulatory, safety and environmental requirements and relevant codes and standards.
• Competence in data analysis, technical reporting, presentations and Microsoft Office applications.
