General Summary
The Human Resources Recruiting Specialist is responsible for coordinating and administering recruitment and onboarding processes throughout the organization. This position partners with hiring managers throughout the recruitment and selection process, supports onboarding activities, ensures compliance with applicable employment laws and policies, and participates in recruitment outreach, employment reporting, and Human Resources projects and initiatives.

- Manage full-cycle recruitment, including job postings, candidate sourcing, applicant screening, interviews, candidate communications, assessments, and selection processes.
- Partner with hiring managers to identify staffing needs, develop recruitment strategies, evaluate candidate qualifications, and support selection decisions.
- Provide guidance to hiring managers throughout the recruitment and selection process and ensure compliance with applicable employment laws and policies.
- Facilitate recruitment and selection processes, including candidate evaluations, interview panels, and selection recommendations.
- Administer pre-employment and onboarding processes, including employment offers, background checks, drug screenings, I-9 compliance, and new hire paperwork.
- Develop and maintain relationships with educational institutions, employment agencies, professional associations, and community organizations and represent LTD at job fairs, recruiting events, and community outreach activities.
- Maintain applicant tracking system (ATS) records, employment files, recruitment metrics, and employment reports.
- Stay current on recruitment practices, labor market trends, and applicable federal and state employment laws.
Supporting Responsibilities
- Respond to routine inquiries and refer questions to appropriate HR staff.
- Maintain employment records and support compliance with applicable laws and reporting requirements.
- Assist with onboarding, training, employee events, and other Human Resources programs and initiatives.
- Participate in department meetings, organizational events, and other assigned activities.
- Perform other related duties as assigned.
Supervisory Responsibility
- This position has no direct supervisory responsibilities but does serve as a coach and mentor for other positions within their department and others across the district.
Fiscal Responsibility
- This position Supports procurement activities in accordance with District policies and procedures.
Minimum Qualifications
Required Education and Experience
Any equivalent combination of education and experience which provides the knowledge, skills, and abilities required to perform the job. Years of experience can substitute for education and course work. Typical qualifications would be:
Experience:
- Minimum three (3) years of experience in recruiting, talent acquisition, human resources, or a related field.
- Experience with full-cycle recruitment and selection processes, applicant tracking systems (ATS), human resource information systems (HRIS), and recruiting technology.
- Experience in a public sector, transit, or unionized environment is desirable.
Education:
- Bachelor's degree in Human Resources, Public Administration, Business Administration, Organizational Development, Communications, or a related field.
- PHR/SPHR or CP/SCP certification is desirable.

Working Conditions & Expected Hours

- Work is performed primarily in an office environment and requires frequent interaction with applicants, employees, hiring managers, and community partners.
- Department operating hours are Monday through Friday from 7:00 a.m. to 7:00 p.m. Work schedules are based on department needs and may require flexibility to maintain coverage and support operations.
- May be required to attend meetings, recruiting events, and other work-related activities outside of regularly scheduled hours.
Travel
- Travel within the metropolitan area is required.
- Occasional travel outside of the region may be required.
