Job Purpose: 


Under the direction of the CEO, the Chief Operating Officer (“COO”) functions in a team and mission-based setting to provide administrative oversight, expertise, and leadership to ensure the delivery of exceptional Facilities and IT performance, as well as safety, and regulatory compliance. Leads day-to-day organizational operations providing coordination and supervision of services to support high-functioning self-directed teams. Participates in development and implementation of operating policies and procedures. Audits current procedures to monitor and improve efficiency and quality improvement of operations. Acts as a resource for other health center services and team members to collaborate and coordinate functions. The COO is a member of the Executive Team, engaged in defining the overall business strategy and direction of the organization while supporting Waterfall Clinic and its mission. 


Supervisory Duties/Responsibilities: 

  • Provides supervision to all Facilities, IT staff, Human Resources staff, and Clinic Manager.  
  • Assist direct reports with utilizing best practice models to meet organizational needs. 
  • Regularly monitor and ensure direct reports are making progress toward any required certifications. 
  • Appraise performance of direct reports to ensure quality service and technical expertise of staff.  
  • Oversees training for direct reports identifying training needs and providing mentorship.  
  • Responsible for 340B compliance and program effectiveness.  

Duties/Responsibilities: 

  • Adheres to the spirit of Waterfall Community Health Center (“WCHC”) to remove barriers to care and our mission statement while performing assigned duties.

  • Facilitates alignment between improvement initiatives and the organization’s strategic plan; directs the day-to-day execution of the strategies and tactics necessary to successfully improve the outcomes and results of the organization. 
  • Responsible for maintaining the Facilities and IT system-wide quality. 
  • Manage and support the effectiveness and efficiency of daily operations across all sites, through workflow improvements, fostering coordination and communication between teams.  
  • Ensure that assigned employees have adequate equipment, supplies, and training to complete assigned tasks in an efficient, safe, and cost-effective manner.  
  • Plan, orient and assign work to personnel that supports goals and objectives in accordance with WCHC policies and procedures. 
  • Assist with annual reports such as, but not limited to; UDS, CCO Metrics, FTCA, PCPCH, etc. 
  • Work closely with all teams for improvement on key performance indicators, design processes for new initiatives and services, and collaborate with Oregon Health Authority (“OHA”), Oregon Primary Care Association (“OPCA”), and other targets identified by WCHC leadership. 
  • Audits, reviews, creates, and ensures Facilities, IT, and Human Resources operational policies and procedures are compliant, up to date and reflective of current best practices.   
  • Serves as an internal advisor to administration, Human Resources, staff, and providers in the area of regulatory compliance, process improvement, performance monitoring, and patient, staff and facilities safety. 
  • Focuses on better healthcare value and quality, including the improvement of clinical outcomes, patient experience, patient safety, costs, revenue, productivity, efficiency, employer and provider satisfaction, and process reliability. 
  • Collaborates with Chief Quality Officer to implement and support Quality Improvement activities. 
  • Serve as a member of the Senior Leadership Team and serves as an information resource to the Chief Executive Officer and Board of Directors. 
  • Attends and participates in Board of Director meetings, strategic planning, other Senior Leadership meetings, including department and other staff meetings. 
  • Provide financial stewardship of the assigned departments and ensure proper controls are in place to reduce financial risks.

  • Develops detailed understanding of organizational operations at each location and collaboratively participates with leadership to optimize operations from both a revenue and cost quality and risk management perspective. 
  • Performs any other duties needed to help drive our vision, fulfill our mission, and abide by our organization’s values.

Requirements

 

Required Skills/Abilities: 

  • Excellent management and supervisory skills.

  • Organizational and time management skills. 
  • Proficient in Microsoft Office Suite (including Excel). 
  • Must be fiscally focused and mission driven. 

Education and Experience: 

  • Master’s Degree in quality, healthcare administration, or similar field of study with a strong analytical base, or combination of education, training and experience is preferred. 
  • Minimum of two (2) years of recent experience in a health care organization with Federally Qualified Health Centers (FQHC’s) or FQHC-LAL’s, community health center or similar setting, rural healthcare, or tribal, highly desirable. 
  • 3-5 years of experience to possess a level of analytical ability to problem-solve, evaluate, plan, and direct process improvement projects and benchmarking activities for all clinical and non-clinical departments.  
  • Proven interpersonal skills and experience providing complex leadership support in a high-profile environment with tact and diplomacy. 
  • Non-violent Crisis Intervention Comprehensive training class completed within 6 months of hire and recertify prior to the expiration date.  

Immunizations Required: 

  • TB test 

Physical Requirements: 

  • Prolonged periods sitting and/or standing at a desk working at a computer. 
  • Able to lift up to 20 pounds at times. 
  • Able to travel as needed.
