Mandatory Reference Checking Scheme (“MRC”) for Hong Kong

The Mandatory Reference Checking Scheme is a framework to facilitate Authorized Institutions (“AIs”) to bilaterally obtain reference information during their recruitment process for certain positions, such that misconduct information in an individual’s previous employments can be provided to AIs to inform their employment decisions.

Job Responsibilities:

• Assist in developing ITG procurement strategy and annual procurement plan according to approved ITG budget, as and when required.
• Ensure that the ITG end-to-end procurement process has proper control in place.
• Ensure that ITG complies with Bank’s procurement policy, and vendor management guideline.
• Assist to review the ITG procurement process regularly, with the objective to optimize/simplify the process.
• Manage vendor relationship to ensure quality of delivery.
• Manage procurement systems/tools to track the end to end procurement process.
• Ensure consistencies and accuracies of new fixed assets and disposals records between asset management module in procurement system and fixed asset system.
• Support in annual vendor performance evaluation.
• Update IT procurement procedure and deliver training to ITG team members.
• Perform ad-hoc duties as assigned.

Requirements:

• Degree holder in Information Technology or related discipline.
• Minimum 5 years’ working experience.
• Experience in vendor and contract management.
• Exposure to multiple computer platforms such as Mainframe, Open Platform, Wintel, Desktop, Network, etc.
• Strong procurement and asset management knowledge.
• Good knowledge in IT applications, IT infrastructure and IT operations.
