Public Health – Seattle & King County is seeking a Special Duty Assignment (SDA) Business and Finance Officer III is responsible for monitoring the overall financial and budget operations of the three programs, Community Health Partnerships, School Based Health Partnerships, and Early Learning programs. 


Background

Community Health Services is the largest of 7 divisions in Public Health – Seattle & King County with over 600 employees, delivering a variety of health services through the programs, partnerships, and Public Health Centers they operate. We provide family health, pediatrics, parent-child health, dental, teen clinic, health insurance enrollment services and ORCA Lift. We serve a diverse low-income population including people who are experiencing homelessness, recent immigrants and refugees, people with complex health conditions, and people with limited English proficiency. We are mission critical employees and are dedicated to showing up and providing the best care under any and all circumstances.


This vacancy will be filled as a Special Duty opportunity for four (4) months. Special Duty Assignments are open to Career Service, Career Service Exempt or other regular (non-temporary) employee in King County who has completed their initial County probation. You must have supervisor approval prior to taking a Special Duty Assignment.

Work Schedule

Typical work schedule is Monday through Friday, 8:00 am - 5:00 pm. This is an exempt position and is not subject to the Fair Labor Standards Act and is not overtime eligible.


Remote and Onsite Work:

This position works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is at the Chinook Building located at 401 Fifth Avenue Seattle, WA 98104.


Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.


King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.

  • Review program contracts and invoices assuring the program’s financial data are accurate and compliant with accounting principle.
  • Managing all year-end financial work and reporting on yearend financials on the assigned programs.
  • Managing quarterly financial forecast, analyzing variances, and reporting out on results.
  • Managing and performing billings on the assigned programs.
  • Handling financial audits, assuring internal controls support financial compliance for grants/contract.

Minimum Qualifications: 

  • Experience developing and reviewing contract exhibits including budgets, invoice templates, cost price analyses, letters of agreement and scopes of work.
  • Experience analyzing data from a large financial management system (e.g. Oracle E-Business Suite). 
  • A high proficiency in Microsoft Excel (including formulas, pivot tables), Microsoft Office 365, and other web-enabled tools including Microsoft Teams and SharePoint. Candidates must also be comfortable with using Microsoft Outlook and Word.

Desired Qualifications: 

  • Experience providing consultation and technical assistance to external grantees unfamiliar with federal award requirements.
