Legal Officer - Grants and Contract, Operations
This is a hybrid position which requires 8 days per month in the office. You will be based in our office in WRI Indonesia, Jakarta. Existing work authorization is required at the time of application submission as WRI is unable to sponsor any visa work sponsorship for this position.

Job Highlight
The Legal Officer will provide assistance in the field of legal analysis, identifying innovative solutions to the Grants & Contract team and across other departments as relevant in the Operations function, and maintaining organizational compliance to the prevailing regulations as well as contractual obligations of the WRI Indonesia office. Key responsibilities are to support in areas that require review through legal lens and maintaining protection of organizational interest in each legal document. This include:
Drafting, review, draft and provide analysis on legal documents
Provide legal advice and support for across departments, and
Oversee organization’s compliance with relevant regulations and contractual obligation.
In addition to the legal specific responsibilities, this position will also support Grants & Contract team in conducting due diligence to funded partners in a form of subgrant and subcontracts. Considering the nature of work, this position is responsible to handle sensitive information with confidentiality and maturity.
The Legal Officer will report directly to Contract and Legal Coordinator and will receive close supervision in conducting daily activities to ensure organizational policies are taken account and to protect organizational interest. This position will be based in Jakarta with office-flex working arrangement and may be required to travel in as-need basis.

What You Will Do
Grant and Subgrant Management Assistance (40%)
Grant Compliance Checklist: Assist in conducting thorough reviews of any assigned funding awards' terms and conditions, providing legal framework analysis and input them into an easy-to-read grant compliance checklist for legal and technical officers. Raise concern to each relevant unit if there are any grant stipulation that require negotiating and/or special notice.
Due Diligence for Subgrantee and Subcontractor: Act as a key member of the selection and screening team, performing organizational due diligence and risk assessment for subrecipient of grants in a dorm of subgrant or subcontract. Due diligence shall be done in accordance to the organization’s standard and with particular notice in the corporate legal aspects as well as relevant contractual stipulations from each corresponding grants. Collaborate with the Line Manager and the Grants and Contracts Manager to determine the appropriate risk mitigation measures to be incorporated into the agreement.
Partner Negotiation Support and Contract Adjustment: Under supervision and direction of Line Manager, support communication and/or negotiation process with potential subgrantee and subcontractors, including reviewing proposed adjustment to contractual terms, while ensuring the partner in compliance with the donor and organization’s standard.
Legal Drafting and File Management (40%)
Initial Review and Drafting of Legal Documents: Provide initial draft, review, and/or revise selected types of legal documents on as-need basis to protect organizational interests, to ensure compliance with applicable national regulation and organizational policies, as well as legal and ethical integrity. The document includes non-profit specific and general corporate documents, such as general partnership agreements, sub-grant and sub-contract agreements, grant agreements vendor agreements, consortium agreements, and a variety of letters.
Legal Document Filing: Maintain appropriate filing of legal documents and ensure that all legal documents produced are accounted for and easy to access
Assistance in Legal Correspondence and Negotiation: Under supervision of Line Manager, provide assistance in advising and/or negotiating contract terms with counterpart to protect WRI Indonesia’s legal and operational interests. Negotiations are primarily done through email correspondence, and at times through virtual meeting, and in-person meetings.
Legal Template Development: Provide initial draft of templates for legal documents on an as-need basis by request from across the departments. The document templates may include agreements under specific regulatory framework or need-based scenarios.
Legal Advisory (20%)
Organizational Legal Advisory Support: Support legal advisory activities by conducting preliminary reviews, preparing legal analysis and documentation, and identifying legal risks related to contractual and operational matters under supervision of Line Manager
Legal Research and Analysis: Conduct legal research and analyses on a wide range of legal demands, ,including general organizational matters, partnership framework, regulatory governance, and internal policy development to support Line Manager in providing legal guidance and recommendation across organization. Legal assistance will be provided on an as-need basis across the organization for general corporate and organizational needs, and not programmatic/technical aspect of activities.
Regulatory Compliance Monitoring: Proactively monitor regulatory changes impacting the organization, ensuring all operational practices comply with new and existing legal frameworks.
What You Will Need
Bachelor’s degree in law.
Minimum 2 (two) years of experience as corporate legal officer (non-litigation). Experience working in nonprofit/international development organizations is an advantage.
Experience in supporting drafting, reviewing, and management of legal documents, including agreements, contract, MoU, and other legal instruments
Experience supporting general corporate due diligence (not LDD).
A good understanding of general corporate and civil law, and Yayasan law.
Strong analytical and critical thinking skills with attention to detail in reviewing legal documents, identifying legal and operational risks, conducting legal research, and ensure alignment of documents with internal organizational policies
Proficient in legal research and ability to interpret legal language into practical guidance.
Strong writing and verbal communication skills, with the ability to explain legal concept, findings, and advice to non-legal backgrounds audience.
Strong team player with the ability to work across institutional departments/programs.
Highly organized and systematic with strong time management skills and ability to juggle competing priorities
Demonstrate integrity, discretion, and commitment to confidentiality
Professional fluency in Bahasa Indonesia and English for both verbal and written communications
Ability and willingness to travel as required
Legally able to work in Indonesia.
Preferred Qualifications:
Experience with grant, subgrant, and vendor agreements is a plus
Experience working in non-profit organizations (especially in operations) a plus.
Working knowledge of Workday, Workday Strategic Sourcing, and Salesforce is a plus
Working knowledge of Microsoft Office 365 and SharePoint is a plus.
Contract Arrangement
Full-time with fixed-term employment agreement for 6 (six) months with a possibility of extension up to 31 December 2027 subject to individual performance, project needs, and budget availability.
