Financial Crime Compliance is expected to own and operate the Financial Crime Compliance (FCC) function as a reliable, repeatable and resilient system, ensuring timely, accurate and regulator-ready AML outputs while minimizing dependency on individual intervention and to embed the risk-based Compliance Management Framework focused on:a. Regulatory and reportorial requirements especially for Anti-Money Laundering (AML), Foreign Account Tax Compliance Act (FATCA); and
b. Company requirements and standards on Anti-Bribery and Anti-Fraud for distributors
c. Ensure continuity of FCC operations, reporting, and monitoring independent of individual availability, including during peak workload, staff transitions, or absence.
The role primarily focuses on AML and FATCA compliance, including the reviewing and monitoring the submission of Covered Transaction Reports (CTRs) and Suspicious Transaction Reports (STRs) and providing guidance and advisory to Life Operations. The role will also be the Compliance lead for any data analytics program and process needed for effective and proactive Compliance monitoring.
Works closely with the Head of Compliance to ensure FCC outputs integrate into overall compliance governance, reporting cadence, and committee processes.
1. Oversee the implementation of policies, guidelines, procedures and manuals on AML, FATCA, Anti-Bribery, Anti-Fraud for Distributors and formulate/revise policies, manuals, training materials relevant to regulations and conduct training initiatives to various functional units, as needed.
2. Regularly monitor new AML and/or FATCA regulations, send regulatory updates to stakeholders, liaise with stakeholders on implementation of regulatory changes, ensure gap analysis is conducted on relevant new regulations.
3. Monitor submission and/or submit covered transaction reports and suspicious transaction reports to AMLC, regularly monitor accuracy and timeliness of system extraction of reports, liaise with Operations, Sales and the like on needed information for suspicious transactions, and oversee on-going or future system enhancements on CTR extractions.
4. Conduct and/or oversee the on-going transaction monitoring, including the assessment of the transactions, preparation of reports, escalations to the AMLO/
Head of Compliance and submission of STRs, when necessary, and manage on-going or future enhancement of the transaction monitoring tool and registry.
5. Create, oversee, and maintain various Compliance data analytics program, dashboard or tools designed for pro-active detection and monitoring of key trends and/or red flags, including post sales quality monitoring.
6. Conduct and submit the Compliance Risk Assessment and Compliance Testing Report for AML and FATCA.
7. Prepare/submit required reports, monthly or quarterly, as required by the Head of Compliance, including but not limited to reports to Group Office, AML Committee, Compliance and Operational Risk Committee, Executive Committee, Board Committees and/or Board of Directors.
8. Review and give compliance advisories on AML, FATCA, Anti-Bribery, Anti-Fraud related subject matters, including active involvement in Company business initiatives to provide sound compliance advice. Ensure escalation of financial crime risks is timely, risk-based, and decision-ready, with clear articulation of impact and recommended action.
9. Perform all other related tasks as may be assigned by the Head of Compliance and/or Chief Compliance Officer.
Job Requirements:
- Relevant tertiary qualifications and AML related certifications
- 5-8 years’ experience in Compliance, Risk, or Audit work, preferably in leadership roles
- Extensive exposure to AML regulations in the financial sector, whether in the life insurance industry or BSP regulated entities
- Strong background in AML, with basic working knowledge on FATCA, preferably with experience in project management and in conducting reviews and testing
- Has background on data analytics background and can interpret red flags and trends
- Able to understand, interpret and implement relevant regulatory guidelines and Company policies
