Capital Projects Manager - Civil Engineer

The Capital Projects Manager - Civil Engineer performs professional engineering, technical, and administrative work in support of the Town’s water, wastewater, stormwater, and capital improvement programs. The position plans, coordinates, reviews, and manages engineering projects involving municipal water and sewer infrastructure, stormwater facilities, drainage systems, and other public improvements.

Work includes evaluating infrastructure; preparing and reviewing plans, specifications, scopes, and cost estimates; coordinating permits; managing consultants and contractors; and monitoring schedules and budgets. The position supports the Capital Improvement Program and provides technical recommendations to Town departments, regulatory agencies, contractors, developers, and the public. Work is performed under the general supervision of the Assistant Director of Engineering, subject to applicable professional licensure requirements.

• Plans, coordinates, and manages engineering activities associated with the Town’s water distribution, wastewater collection, stormwater management, and related public infrastructure systems.
• Evaluates existing infrastructure to identify deficiencies, capacity limitations, maintenance concerns, and capital improvement needs; develops and recommends appropriate engineering solutions.
• Plans, coordinates, manages assigned capital improvement projects from preliminary engineering and design through construction, completion and financial closeout.
• Develops project scopes of work, budgets, schedules, and implementation plans; monitors project progress and recommends corrective actions to address delays, cost overruns, or other project-related concerns.
• Prepares and manages Request for Proposals, Invitations for Bids, and other procurement documents; evaluates proposals and prepares recommendations for contract awards in accordance with applicable procurement requirements.
• Reviews consultant fee proposals, contractor payment applications, change orders, invoices, and project expenditures and provides recommendations for approval.
• Conducts technical reviews of engineering plans and proposed infrastructure improvements to ensure compliance with Town ordinances, adopted design standards, and applicable federal and state regulations.
• Coordinates engineering design reviews, environmental investigations, regulator approvals, and permitting requirements with appropriate Town departments, regulator agencies, consultants, and utility providers.
• Performs field investigations and construction site visits to evaluate infrastructure conditions, monitor construction activities, identify deficiencies, and verify compliance with approved plans and specifications.
• Reviews stormwater management plans, drainage calculations, erosion and sediment control plans, and related engineering documentation; recommends improvements to address drainage and stormwater infrastructure concerns.
• Coordinates with utility operations personnel to evaluate water and wastewater infrastructure needs, resolve operational concerns, and plan system improvements.
• Assists in developing the Town’s Capital Improvement Program, including project prioritization, infrastructure planning, cost estimates, budget preparation, and identification of funding needs.
• Maintains accurate project records, monitors project expenditures, and prepares required financial documentation, grant reports, and project status updates.
• Coordinates with outside utility companies, regulatory agencies, contractors, developers, and other governmental entities regarding infrastructure improvements, utility relocations, easements, and project-related requirements.
• Investigates citizen inquiries and complaints elated to water, wastewater, stormwater, drainage, and assigned capital projects; evaluate concerns and recommends appropriate engineering solutions.
• Prepares technical reports, presentations, and recommendations for departmental management, the Town Manager, and Town Council; attends public meetings as necessary and performs other related duties as assigned.
• Executes other job duties as necessary.

Minimum Requirements

• Bachelor’s degree in engineering from an accredited college or university is required.
• Progressively responsible experience in civil engineering, infrastructure design, construction administration, or capital improvement project management.
• Municipal engineering, water and wastewater infrastructure, stormwater management, or public works capital project experience is preferred.

Licenses and Certifications

• Valid driver’s license.
• Engineer-in-Training is preferred at time of hire. 
• Must obtain and maintain registration as a Professional Engineer in the Commonwealth of Virginia within twenty-four (24) months of hire or once eligibility requirements are met.

Knowledge

• Civil engineering principles and municipal water, wastewater, stormwater, and drainage infrastructure planning, design, construction, inspection, and maintenance.
• Applicable federal, state, and local laws, ordinances, engineering standards, permitting, environmental compliance, erosion and sediment control, and stormwater requirements.
• Construction methods, contract administration, procurement, capital improvement planning, budgeting, cost estimating, and project management.

Skills and Abilities

• Apply engineering principles; perform calculations; interpret plans and technical reports; assess constructability and compliance; and recommend solutions.
• Manage multiple projects and prepare accurate cost estimates, reports, project records, and financial documentation.
• Use engineering, computer-aided design, geographic information, project management, and office software.
• Communicate technical information clearly and maintain effective relationships with Town personnel, elected officials, agencies, consultants, contractors, developers, and the public.

Work involves office and field duties, including computer use and plan review; prolonged sitting, standing, or walking; occasional exertion of up to 10 pounds; travel to construction sites; and walking over uneven terrain. Vision and hearing are needed to review documents, inspect facilities, operate a vehicle, communicate, and recognize hazards. Work Environment
Work is performed in office and outdoor settings. Fieldwork may involve weather, construction noise, dust, traffic, uneven terrain, and moving equipment. Evening Council and community meetings may be required. Employees follow applicable safety procedures and use appropriate protective equipment.
