Technical Specialist

Job Summary:

Verifies and reports key operational data, forecasts, and contractual requirements to support the planning and balancing of generation levels, load demand, and system reserves. Monitors, evaluates, and tracks operational activities, projects, and procedures while collaborating across teams to ensure compliance, efficiency, and reliable electric system operations.

Job Description:

• Verifies support tasks related to developing and managing Power Purchase Agreements (PPOAs), Joint Operating Procedures (JOPs), and other operational contracts with generating plants and market participants to ensure adequate power supply, operational reserves (spinning and standby), regulation reserves, Transmission Must Run (TMR), and zero‑power start‑up resources for normal and emergency operations.

• Reports weekly generator availability forecasts, capacity projections, and hourly dispatch tables following established procedures to assist Transmission Center operators in maintaining system frequency and energy balance.

• Monitors weekly load‑forecasting activities by gathering and analyzing operational data to help Transmission operators manage constraints, maintain energy balance, and prepare for potential emergencies.

• Verifies that operational activities align with company policies, regulations, strategic plans, and agreements, including PPOAs, by applying documented procedures and compliance requirements.

• Evaluates PPOA performance and collaborates with legal and regulatory teams to maintain documentation and support updates as needed.

• Builds programs, processes, and procedures in collaboration with other System Operation teams and supports the implementation of systems and technologies that improve efficiency and service continuity.

• Tracks new projects and proposed changes to existing operational standards, procedures, and reports, documenting findings and making recommendations to support reliable system operations.

• Follows established company policies, procedures, and standards to ensure full compliance with applicable laws and industry regulations.

• Participates in storm restoration tasks and assigned drills to contribute to the safe and reliable recovery of services.

• Performs additional tasks aligned with role expectations and qualifications to support team goals and operational flexibility.

Additional Job Description:

Education

• Bachelor's degree in Engineering or related field.

Experience

• 0–3 years of hands-on experience in a technical or support role.
• Preferred:  Experience working with energy management systems, forecasting and dispatch tools, load‑analysis software, and platforms used to track contractual and operational requirements.
