Job Summary:
Provides Quality Assurance and Quality Control (QAQC) oversight for federally funded reimbursement activities by reviewing reimbursement requests, validating supporting documentation, assessing eligibility, and ensuring compliance with FEMA, DOE, and other federal grant requirements. Supports continuous improvement of reimbursement processes while minimizing compliance risks and maximizing reimbursement success.Job Description:
- Performs QAQC reviews of reimbursement packages before submission to ensure compliance with FEMA Public Assistance, DOE, and other applicable federal grant requirements.
- Reviews procurement documentation, contracts, invoices, labor records, force account documentation, equipment records, and supporting documentation to validate eligibility and compliance.
- Verifies that costs are consistent with approved Project Worksheets (PWs), grant agreements, applicable federal regulations, and internal policies.
- Identifies documentation deficiencies, compliance risks, and eligibility issues, and coordinate corrective actions with reimbursement preparers and project stakeholders.
- Evaluates Requests for Information (RFIs) and assist in preparing complete and accurate responses to federal and recipient agencies.
- Interprets FEMA policies, Public Assistance guidance, applicable sections of 2 CFR Part 200, and other federal grant requirements as they relate to reimbursement eligibility.
- Monitors reimbursement quality metrics and identify opportunities to improve documentation standards, review processes, and operational efficiency.
- Collaborates with cross-functional teams including Project Management, Procurement, Finance, Engineering, Compliance, and Legal to resolve reimbursement issues.
- Maintains detailed review documentation and ensure all QAQC activities are properly documented.
- Follows established company policies, procedures, and standards to ensure full compliance with applicable laws and industry regulations.
- Participates in storm restoration activities and emergency response assignments as required.
- Performs additional duties consistent with the responsibilities and qualifications of the position.

Experience
Minimum of 5 years of professional experience, including at least 3 years supporting federally funded grant programs, preferably FEMA Public Assistance.
Required
- Experience preparing, reviewing, or performing QAQC of Request for Reimbursement (RFR) packages or equivalent federal reimbursement requests.
- Experience interpreting and applying FEMA Public Assistance eligibility requirements, including documentation and reimbursement standards.
- Experience reviewing procurement documentation for compliance with federal funding requirements.
- Experience reviewing invoices, contracts, change orders, force account labor, equipment, materials, and supporting documentation for reimbursement eligibility.
- Experience identifying documentation deficiencies and providing corrective recommendations.
- Experience working with multiple stakeholders while managing competing priorities and deadlines.
- Strong analytical, problem-solving, and written communication skills.
- Advanced proficiency with Microsoft Excel and Microsoft Office applications.
Preferred Experience
- Experience with FEMA Public Assistance (Categories A–G, including Section 428 Alternative Procedures).
- Working knowledge of 2 CFR Part 200 (Uniform Guidance) and other federal grant compliance requirements.
- Experience responding to FEMA, Recipient, or Subrecipient Requests for Information (RFIs).
- Experience supporting FEMA-funded utility, infrastructure, or disaster recovery programs.
- Experience with grant management systems such as FEMA Grants Portal, DRS, or similar reimbursement management platforms.
