Why this role matters:

To establish and lead the procurement and logistics function in Romania, building strong relationships with local contrac-tors, suppliers and service providers, and maintain a reliable in-country cost database. The role provides a Procurement management service to the Operations organisation through frequent reporting, ensuring that goods and services are delivered on time, within budget, compliant with procurement policies and within the expected quality requirement, while supporting Business Development on early-stage opportunities and managing the local Procurement and Logistics team across projects in country. 

This role carries a specific focus on Wind, together with accountability for Battery Energy Storage Systems (BESS) and Solar PV, and includes full responsibility for establishing and leading a new Procurement and Logistics team based in Bucharest.

 

What you’ll be doing:

• Establish, develop and maintain relationships with contractors, suppliers and service providers in Romania, including market mapping, pre-qualification and long-term frame agreements.
• Build, maintain and continuously update a Romanian cost database covering construction, equipment, labour, transport and logistics costs.
• Support Business Development on early-stage opportunities in Romania with budget pricing, supplier and contractor availability, lead times, local content input and cost benchmarking for bids and investment cases.
• Manage the local Procurement and Logistics team in country, allocating resources across specific projects and developing local capability.
• Ensure procurement and logistics activities comply with Romanian and EU legislation, including customs, import and export requirements.
• Coordinate inbound logistics, customs clearance and site delivery for Romanian projects in cooperation with the offshore logistics team.
• Lead sourcing and contracting for Wind-specific packages: turbine supply, foundations, cabling, substation and grid-connection equipment, with particular attention to Romania's new competitive grid-access regime (October 2026 auction).
• Manage supplier and contractor relationships for BESS procurement ahead of the September–October 2026 tender window.
• Build, structure and lead a dedicated Procurement and Logistics team based in Bucharest, defining team structure, hiring plans and ways of working to support Scatec's growing Wind, BESS and Solar PV portfolio in Romania in alignment with Scatec’s global practices.
• Provide vision and strategic direction for procurement's role in Scatec's “next-gen IPP” organisation in Romania, ensuring the function scales with the business.

What you’ll bring:

• Degree in Supply Chain Management, B.SC in business administration, Legal degree, B.SC QS or similar
• Excellent knowledge in Excel
• Proficient in MSWord
• Excellent knowledge of PowerPoint presentations
• Trained in contracts management (FIDIC)
• Fluent in Romanian and English, written and spoken
• Established network of contractors and suppliers in the Romanian construction or renewable energy market
• 10+ years’ experience in Supply Chain
• 4+ years’ experience in a managerial position
• Delivered at least two Wind and or PV projects successfully from start to commissioning demonstrating knowledge in all areas applicable
