Head of Procurement

Job Summary To lead and transform the Procurement function by driving strategic sourcing, governance, supplier performance and commercial excellence, while embedding strong process and compliance frameworks aligned with business objectives. The role ensures procurement supports organizational performance through data-driven decision making, robust controls, stakeholder engagement and continuous improvement. Leading to a higher performing, lower cost supply chain. Duties and Responsibilities: Reports to COO

• Strategic Leadership & Governance
  • Develop and implement a group-wide procurement strategy aligned with business and operational objectives.
  • Establish and maintain procurement policies, procedures, approval workflows and governance frameworks.
  • Ensure compliance with internal controls, audit requirements, and ISO standards. 

• Supplier & Vendor Management
  • Design and manage vendor prequalification, evaluation, and performance frameworks.
  • Implement structured supplier performance reviews with clear KPIs and corrective actions.
  • Ensure suppliers align with organizational standards on ethics, compliance, quality and sustainability.

• Strategic Sourcing & Commercial Management
  • Work closely with Legal to standardize contractual templates and approval mechanisms.
  • Support the sourcing, evaluation and contract award processes including increasing our sub consultancy pool focussing on low-cost locations.

• Stakeholder Engagement
  • Partner with Operations, Finance, Legal, HR, and Project Teams to ensure procurement aligns with business needs.
  • Provide advisory support to leadership on procurement risks and supplier strategy.

• Financial & Performance Control
  • Analyse historical spending patterns and develop procurement strategies to reduce future supplier and vendor costs
  • Use data and analytics to continuously improve procurement performance.
  • Monitor procurement KPIs including cycle time, compliance, supplier performance and savings.

• Procurement transformation / function development
  • Lead the development and continuous improvement of the Procurement function, introducing structured procurement processes, governance, tools and performance frameworks to improve efficiency, transparency and commercial outcomes.

• Supply-chain development and geographical diversification
  • Develop and expand the regional supply chain and sub-consultant network, identifying alternative and lower-cost sourcing markets to improve competitiveness, capacity and sourcing flexibility.

• Tendering, commercial evaluation and negotiation
  • Lead competitive sourcing, RFQ/tendering, commercial evaluation and supplier negotiations, providing recommendations for award based on cost, capability, risk and project requirements.

• Supplier relationship management
  • Develop strategic relationships with key suppliers and sub-consultants through structured business reviews, performance discussions and partnership initiatives to strengthen long-term supply chain capability.

• Procurement Excellence & Continuous Improvement
  • Identify and implement process improvement and automation opportunities across the procurement lifecycle to reduce cycle time, strengthen controls and improve stakeholder and supplier experience.

Expected Outcomes:

• Full compliance with internal IMS governance and external ISO standards
• Full supplier and vendor management program from pre-qualification through to regular performance assessments and grading of the supply chain
• Greater number of approved suppliers, particularly sub consultants from low cost territories
• At least a KD100k reduction in annual spend resulting from the duties and responsibilities noted above
