Job Description & ResponsibilitiesRole mission: Fully responsible for on-site schedule, resources, quality, HSE, cost, and client coordination; coordinate civil, electrical, line, commissioning, and subcontractors; ensure site construction is completed per contractual objectives and smoothly handed over;Overall site organization: Establish site-management mechanisms and weekly/monthly plans; coordinate personnel, machinery, materials, work fronts, and discipline interfaces; chair production coordination meetings and drive key milestones;Delivery & process control: Monitor schedule, quality, HSE, cost, and subcontractor performance; identify deviations and formulate acceleration / correction plans; review on-site variations, changes, measurements, and resource needs;Client & delivery management: As the primary on-site interface, coordinate client, supervision, design, procurement, manufacturers, and local stakeholders; manage Punch List, commissioning, as-built documents, and site handover;Key performance indicators (KPIs): ≥95% on-time completion of key site milestones; planned completion rate / PPC continuously on target; zero major safety and quality accidents; cost variance and rework under control; subcontractor performance on target; Punch List closed on time; client on-site satisfaction ≥90%.QualificationsBachelor's degree or above in Engineering; 8+ years of power or large industrial construction experience, with at least 3+ years of overall site- management experience; fully participated in substation, transmission-line, or CFE-type projects from start-up to handover;Professional competencies: Construction organization, schedule planning, resource balancing, subcontractor management, quality & safety, cost control, contract change, and client coordination; proficient in P6 / MS Project, Excel, AutoCAD / Navisworks, and project-reporting tools;Relevant project experience: 8+ years of on-site construction experience; managed multiple disciplines, multiple subcontractors, and peak-period construction resources on substation / line or large industrial projects; with CFE client-interface and project-handover experience;Professional competencies: Ability to plan the site overall, maintain rolling plans, organize production, coordinate resources, make cross-discipline decisions, manage subcontractor performance, handle change orders, manage crises, and communicate with clients;Language proficiency: Fluent Spanish; English B2 or above, able to chair bilingual meetings and prepare management reports; Chinese ability or Chinese-invested- enterprise experience is a plus factor;Management experience: At least 3+ years of site-management experience; able to directly manage 20+ person project teams and coordinate multiple subcontractors; capable of delegation, performance feedback, and conflict management;Location flexibility: Accepts long-term project residency, cross-state transfers, and flexible work during construction peaks; able to handle on-site emergencies.
