Pathways Asset Management, Inc. (PAMI) is looking for Compliance Manager who is responsible for overseeing internal audit operations, program compliance, and external reporting for PAMI's low-income housing portfolio. This position ensures strict adherence to HUD, IRS, TDHCA, and local housing authority regulations, directly supervising Compliance Analysts and managing reporting to federal agencies, state entities, and external financial partners. What you will do in this position:
Audit Program & Quality Assurance Oversight
- Develop and implement the Internal Audit Program for the PAMI portfolio, directing Compliance Analysts in execution.
- Perform targeted audits on move-outs, unit transfers, Yardi alerts, Initial Certifications, and 90-day EIV Income Reports.
- Track all audit corrections, follow up on past-due items, and alert leadership to significant compliance risks.
Policy & Procedure Development
- Assist with creating and managing property policies, Tenant Selection Plans, EIV policies, and House Rules.
- Develop SOPs for electronic/paper resident files and maintain form version control and LEP requirements.
- Oversee resident notification processes when policies change to ensure property staff meet all required deadlines.
External & Regulatory Reporting
- Submit required LIHTC documentation to TDHCA, including quarterly Unit Status Reports (USRs) and annual compliance reports.
- Coordinate desk review submissions and official monitoring responses for HUD and TDHCA visits.
- Complete monthly, quarterly, and annual reporting for investors, lenders, and syndicators (e.g., Novogradac, RBC, JP Morgan Chase).
Systems & Technology Leadership
- Serve as a functional lead for the Yardi Voyager Affordable module and Laserfiche document management system.
- Ensure EIV Master Files are strictly maintained in accordance with HUD guidelines.
- Advocate for expanded technology use and tools like Monday.com to streamline workflows and reduce operational risk.
Team Leadership & Process Improvement
- Supervise and evaluate Compliance Analysts by delegating work, setting priorities, and reviewing output.
- Analyze audit trends to recommend system improvements and staff training programs.
- Collaborate across departments and with property management to resolve complex compliance errors and standardize practices
More about this position:
- Qualified candidates must possess:
- Bachelor's degree from a four-year college or university and two to four years of related experience, or an equivalent combination of education and relevant experience
- Direct experience working in affordable housing compliance, including public housing, project-based Section 8 housing, or LIHTC-funded properties
- Preferred candidates should possess:
- Expert knowledge working with layered housing programs, TDHCA 10 TAC regulations, IRS 8823 Audit Guide, etc.
- At least two years of experience:
- Working with layered housing programs
- Using Yardi Voyager Affordable module
- Using Laserfiche (or similar document management systems)
- Using Monday.com (or similar project management tools)
- Demonstrated supervisory experience and the ability to lead and mentor staff.
- Proven success in policy development and project management.
- Exceptional attention to detail, strong organizational and time management skills.
- Excellent verbal and written communication skills, with the ability to explain complex information clearly to audiences with varying levels of technical understanding
