Position Overview
Location: Joint Base Pearl Harbor-Hickam, Building 150, Hawaii
Schedule: Monday through Friday, 8:00 a.m.–4:00 p.m., excluding federal holidays
Position Summary
The Social and Digital Media Specialist will develop and execute comprehensive digital communication strategies that strengthen COMNAVSURFGRU MIDPAC’s online presence and support its organizational objectives. The specialist will create multimedia content, manage websites and social media platforms, engage online audiences, analyze performance data, and ensure all communications comply with Department of Defense and Navy policies.
Key Responsibilities
- Develop and implement a comprehensive digital media strategy aligned with COMNAVSURFGRU MIDPAC objectives and Navy communication guidelines.
- Collaborate with Commander, Naval Surface Force Pacific and other stakeholders on communication priorities, branding, and messaging.
- Create engaging multimedia content, including videos, graphics, articles, infographics, and social media posts.
- Manage and regularly update command websites and social media accounts, including Facebook and Instagram.
- Ensure website and social media content is accurate, timely, relevant, and consistent with Navy messaging standards.
- Monitor social media activity and respond promptly and professionally to audience questions, comments, and interactions.
- Develop audience-engagement initiatives such as polls, contests, live sessions, campaigns, and community-driven content.
- Implement strategies to expand audience reach, platform visibility, participation, and retention.
- Monitor website traffic, social media metrics, audience behavior, and campaign performance.
- Prepare analytics reports and use performance data to improve content and engagement strategies.
- Maintain consistent branding, messaging, and tone across digital communication channels.
- Monitor emerging technologies, communication trends, platform changes, and industry best practices.
- Ensure compliance with DoD directives, Navy public-affairs guidance, information-assurance requirements, security protocols, and confidentiality standards.
- Protect sensitive information, personally identifiable information, Government data, and digital assets.
- Participate in post-award conferences, progress meetings, and cross-departmental coordination meetings.
- Implement quality-control procedures to verify content accuracy, compliance, timeliness, and overall performance.
- Maintain at least 90% adherence to approved digital strategy elements and milestones.
- Publish or update content at least twice per week.
- Maintain content deviations from Navy messaging guidelines below 5%.
- Respond to at least 95% of audience interactions.
- Increase audience engagement metrics by approximately 15% each quarter.
- Submit required monthly, quarterly, and biannual reports on time.
- Maintain 100% compliance with applicable Navy directives and prevent security breaches.
- Participate in monthly cross-departmental meetings and at least two relevant industry conferences annually.
Required Qualifications
- U.S. citizen.
- Experience developing and executing social media or digital communication strategies.
- Strong multimedia content-development skills, including writing, graphics, video, articles, and infographics.
- Experience managing websites and social media platforms, particularly Facebook and Instagram.
- Knowledge of social media analytics, performance measurement, audience engagement, and reporting.
- Strong writing, editing, organizational, and interpersonal communication skills.
- Ability to manage multiple content schedules, campaigns, reports, and stakeholder requirements.
- Familiarity with DoD or Navy public-affairs policies is strongly preferred.
- Ability to protect sensitive information and comply with Government security requirements.
- Eligibility to obtain the required installation access and any Government-designated security clearance.
- Ability to pass the background screening required for DBIDS access and sign a nondisclosure agreement.
