Description
Performs a variety of clerical and administrative duties in a support role for the Municipal Court. Clerical work includes, but is not limited to, data entry, typing, word processing, mathematical computations, customer service and records maintenance. Answers and responds to calls from the public. Performs faxing and filing, maintains office supplies and petty cash. Works under the direction of the Municipal Judge who outlines departmental policy, assigns and evaluates work in terms of effectiveness and results. Performs duties with some independence, exercises judgment and tact in answering inquiries and determining correct courses of action and matters warranting the Judge’s attention. General supervision will be provided by the Municipal Judge.
Maintains numerous reports. Also works with Tital Public Safety Solutions (TIPSS) software and the State’s Badger Tracs 10 Operating System.
Assists in the coordination of court matters and communicates with defendants, defense counsel, City prosecutor, Village of Plover prosecutor, Police Department(s), jail, alcohol agencies and other levels of the criminal justice administration system.
Arranges for interpreters, substitute judges, and guardians ad litem when necessary.
Receipts, deposits and accounts for monies for fines, forfeitures and other court receipts.
Prepares reports for state and local agencies.
Prepares court dockets and files.
Maintains separate files for juveniles.
Schedules good cause/indigency hearings and sends out notices in a timely manner.
Responds to visitors, telephone calls and written inquiries.
Performs primary filing of all documents, dockets, index cards, case files and case-related correspondence.
Processes failure to pay, failure to comply and failure to appear notices.
Constructs new case files, filing and retrieving documents as necessary.
Prepares suspensions and revocations when appropriate.
Issues summons and warrants.
Prepares and maintains appropriate calendars, sets up court hearings.
Prepares files for court use; processes timely notices to defendants of arraignments, trials and hearings.
Initiates requests for driving records.
Responds to requests from Municipal Judge, City prosecutor, Village of Plover prosecutor, Police Department(s) and others for asssistance and information.
Performs a variety of courtroom-related tasks such as tape recording trials, open court, marking exhibits in order of presentation in court cases; and other duties as assigned by the Judge.
Orders office supplies.
Assists Judge and oversight Committee with annual budget preparation.
Attends annual court clerk seminar.
Physical Demands:
Frequent repetitive movement of arm and neck while operating a variety of office equipment such as a computer, telephone, fax machine, calculator, computer printer, scanner and photocopier.
Ability to coordinate eyes, hands, feet and limbs in performing movements requiring skill and training, such as data entry and typing.
Ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and pulling.
Ability to recognize and identify individual characteristics of shapes and sounds associated with job-related objects, materials and tasks.
The municipal court clerk serves at the pleasure of the Municipal Court Judge and is appointed by the Municipal Court Judge.

Graduation from high school or equivalent, supplemented by formal education in office administration or business administration and a minimum of two years clerical work experience. Past work experience in a legal or court related setting is preferred. Employee must be eligible for bonding.
Knowledge of office practices, procedures, and equipment;
Knowledge of spelling, grammar, punctuation, word usage, sentence structure and basic arithmetic computations;
Good knowledge of Microsoft Office, specific knowledge of Word and Excel, Access, Tital Public Safety Solutions (TIPSS) and the State’s Badger Tracs 10 Operating System;
Knowledge of Municipal Court procedures and function;
Ability to set up and type accurately a variety of records, reports, and legal documents;
Good organizational and planning skills;
Ability to communicate effectively orally and in writing;
Ability to meet deadlines, maintain composure under stressful situations and maintain confidentiality of office information and office files.
Ability to analyze and categorize data and information in order to determine the relationship of the data with reference to established criteria/standards. Ability to compare, count, differentiate measure, assemble, copy and record and transcribe data and information. Ability to classify, compute and tabulate data.
Ability to explain, demonstrate and clarify to others within well-established policies, procedures and standards. Ability to follow specific oral and written instructions and respond to simple requests from others.
Ability to utilize a variety of advisory data and information such as purchase requisitions, meeting agendas, minutes, computer software operating manuals, procedures, guidelines and non-routine correspondence.
Ability to communicate orally and in writing and maintain effective working relationships with department heads, city officials, village officials, city employees, village employees, vendor representatives and citizens.
Ability to add and subtract, multiply and divide, and calculate percentages, fractions, and decimals.
Ability to use functional reasoning in performing semi-routine functions involving standardized work with some choice of action.
Ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against measurable criteria and make minor decisions in accordance with departmental policy.
