Description

As a Financial Crime Compliance Specialist, with a focus on tax related compliance, you will play a senior and proactive role within the FCC NL Advice & Control team. In line with the second line of Defence mandate, you contribute to the design, implementation, and maintenance of ING’s Financial Crime Compliance risk management frameworks across the full FCC scope. This role is explicitly positioned as a senior generalist FCC advisory role. You are expected to have solid and demonstrable knowledge across all core FCC domains, including AML, Transaction Monitoring, CDD/KYC, Sanctions, and Screening. In addition, you are expected to have solid and proven knowledge of customer tax transparency topics such as FATCA, CRS, US Withholding, MDR and Customer Tax Integrity, with a clear willingness and capability to further develop and deepen knowledge in these areas, since this will be the main focus aera of attention in the team.

 

In this role, you oversee, advise, and challenge the effectiveness of first line implementation of FCC requirements, ensuring that controls are risk-based, data-driven, coherent across domains, and aligned with global and local regulatory expectations. You actively contribute to transformation initiatives, change programs, and governance processes, safeguarding ING against financial crime risks through an integrated and future-proof compliance approach. You engage with a broad range of stakeholders across ING NL and Group, including senior management and regulators, and contribute to decision-making by providing balanced, well-founded compliance advice across FCC domains.

The Team

FCC NL Advice & Control is part of the Financial Crime Compliance domain within ING NL. The team oversees and monitors the translation of requirements from ING’s FCC policy framework into local guidance and processes, supporting Retail and Wholesale Banking. In doing so, the team advises, challenges, and approves where necessary. It collaborates closely with global and local 1st and 2nd line stakeholders for AML, TM, CDD, Sanctions, Screening, Tax, and ESR. The team also supports the group-wide Operational Effectiveness assessment process.

The Financial Crime Compliance Specialist V (18/12) reports to the FCC NL Lead Advice & Control

 

Roles and responsibilities

  •  You act as a senior second-line FCC professional within FCC NL Advice & Control, contributing across multiple financial crime risk domains rather than owning a single specialist area.

  • You provide second-line advice, support, and challenge on the formulation, implementation, and optimization of FCC policies, standards, methodologies, and controls, ensuring alignment with Group FCC requirements and local regulations.

  • You oversee and challenge the effectiveness of first line controls across AML, Transaction Monitoring, CDD/KYC, Sanctions, Screening, and customer tax transparency-related processes.

  • You translate insights from FCC Escalations, Intelligence and Investigations reporting, audit findings, and operational effectiveness assessments into concrete proposals for improvements in the FCC Risk and Control Framework.

  • You contribute to and support regulatory engagements, supervisory interactions, and internal governance processes, including preparation of materials, reviews, and follow-up actions.

  • You participate in FCC-related projects and transformation initiatives, embedding compliance requirements by design and supporting sustainable implementation.

  • You collaborate closely with Compliance NL colleagues, Group FCC, first line stakeholders, Operations, IT, Data, Legal, and other control functions to ensure coherent and timely implementation of regulatory and policy changes. Where relevant, you support the integration of broader Non-Financial Risk and ESR considerations into FCC processes.

Core Competencies – Technical

  • Proven and solid knowledge of core Financial Crime Compliance domains, including AML, Transaction Monitoring, CDD/KYC, Sanctions, and Screening.

  • Strong knowledge of customer tax transparency-related topics such as FATCA, CRS, US Withholding, MDR and Customer Tax Integrity, combined with a clear willingness and capability to further develop expertise in these areas.

  • You understand risk and control frameworks, including risk appetite, KRIs/KPIs, RCSA, operational effectiveness assessments, issues and incident management, and remediation tracking.

  • You are able to interpret policies and regulatory requirements and translate them into coherent second-line oversight, challenge, and governance practices.

  • You are comfortable working with data, management information, and dashboards, and are tech-savvy in using digital tools to enhance compliance outcomes

 

Knowledge and Experience

  • Relevant university (Bachelor or Master) or equivalent.

  • Certifications such as CGSS (Certified Sanctions Specialist), ACAMS, or equivalent.

  • Minimum 6 years of experience in sanctions compliance, screening operations, or financial crime risk management in the financial industry or consultancy.
