Description of Work

Mission of the Industrial Commission
The North Carolina Industrial Commission is vested as a court of exclusive and original jurisdiction by the General Assembly to adjudicate and administer the North Carolina Workers' Compensation Act. The Industrial Commission processes over 65,000 workers' compensation injury reports and claims filed annually under the Act. This responsibility includes overseeing and providing for the trial of contested cases as well as administering non-contested cases. Workers who are injured by accident on the job or who contract an occupational disease receive disability and medical benefits as ordered by the Industrial Commission. The Industrial Commission is also a court of original jurisdiction for litigating tort claims against the State under the North Carolina State Tort Claims Act. Additionally, the General Assembly has mandated the Industrial Commission to provide an adjudicated process for Childhood Vaccine-Related Injury claims and Compensation to Persons Erroneously Convicted of Felonies. It acts as a court of exclusive and final jurisdiction for death claims made by families of law enforcement officers, fire fighters, rescue squad workers and civil air patrol members arising under the Public Safety Employees' Death Benefits Act. Each of these adjudicatory systems requires administration of contested and uncontested claims, review of agreements, and supervision of payment of benefits.

This position currently qualifies for a hybrid telework option with routine office and remote workdays.

Primary Purpose of the Organizational Unit
The Deputy Commissioner Section provides for the trial of contested cases and the administration of non-contested cases under the North Carolina Workers’ Compensation Act and Public Safety Employees’ Death Benefits Act. This Section also serves as the court having exclusive jurisdiction over tort claims against State Departments and Agencies. Additionally, the Deputy Commissioner Section adjudicates claims filed pursuant to the Childhood Vaccine-Related Injury Compensation Program, as well as claims filed by persons who contend they were erroneously convicted of a felony. The Deputy Commissioner Section consists of Deputy Commissioners, Special Deputy Commissioners, paralegals, and legal assistants who work together to ensure that cases are determined and administered in a timely, efficient, and equitable manner.

Primary Purpose of the Position
The legal assistant primarily aids one or more Deputy Commissioners by performing word processing tasks and preparing and serving hearing calendars, correspondence, opinion and awards, orders, and other Industrial Commission decisions in a computer-based, paperless system. The legal assistant communicates with claimants, adjusters, medical provider offices, court reporters, attorneys, and Industrial Commission personnel by phone and written correspondence. The legal assistant cross-trains with each staff position in the Deputy Commissioner Section to be able to perform the work of other staff members when agency needs dictate. This position is relied upon by the public and the Deputy Commissioner Section for accurate and timely document management, the processing and service of orders in a large volume of cases, and timely and professional responsiveness to claimants, attorneys, and all other parties involved in the Industrial Commission cases.

Knowledge Skills and Abilities/Management Preferences

- Demonstrated work experience in a clerical or administrative support role in an office environment.

- Demonstrated work experience using multiple computer software applications, including Microsoft Word and Outlook, and have the ability to learn and become proficient with a Salesforce-based case management system.

- Demonstrated work experience drafting correspondence and entering and tracking data.

- Demonstrated work experience planning, prioritizing, and organizing work assignments in a high-volume office environment.

-Demonstrated experience to work independently, utilize exceptional organizational skills, clearly convey oral and written information, and maintain effective working relationships with internal and external stakeholders.

Minimum Education and Experience

High school diploma or General Educational Development (GED) diploma and two years of related administrative experience; or equivalent combination of education and experience.
