Under the direction of the Research, Analysis, and Planning Captain, the Program Coordinator oversees the activities of the Crime Analysis Unit and serves as the Department’s California Law Enforcement Telecommunications System (CLETS) Coordinator. The position plans, directs, and supervises analysts performing operational crime analysis studies; provides training and technical guidance to the Crime Analysis unit; evaluates staff performance; and assists with long-term program planning. This role ensures departmental compliance with applicable laws, regulations, and industry best practices related to CLETS and surveillance technology as regulated by the San Diego Transparent and Responsible Use of Surveillance Technology (TRUST) Ordinance.

This position would be primarily on-site at the Police Headquarters building, with limited hybrid options available.

Key Areas of Responsibility:

Agency CLETS Coordinator (ACC) / Compliance Manager

  • Leads the Department’s CLETS program and supports long-term planning goals related to secure information access.
  • Conducts required audits and compliance reviews to ensure adherence to Department of Justice (DOJ) standards.
  • Manages mandatory reporting and oversight duties under the TRUST Ordinance.
  • Develops, implements, and maintains standard operational procedures that align with law enforcement industry best practices.

Crime Analysis Management

  • Supervises, assigns, and directs the work of crime analysts supporting Department problem-solving efforts.
  • Trains Department staff and Crime Analysis personnel in the use of analytical technologies and investigative software tools.
  • Coordinates information flow between the Crime Analysis Unit and internal operational and administrative divisions.
  • Conducts research, special studies, and analytical projects in alignment with strategic, operational, or mandated Department requirements.
  • Serves as a subject matter expert on the administration and use of investigative and analytical systems.

 Minimum Qualifications:

  • A bachelor’s degree in computer science, business administration, public administration, or a criminal justice-related field; and a minimum of three (3) years of experience in a governmental, professional, or related industry.
  • An ideal candidate will have any combination of education and/or experience that demonstrates the ability to meet this position’s qualifications.

 Desirable Qualifications:

The ideal candidate will possess the following qualifications:

  • Experience in working with regulatory oversight, business analytical applications, and projects requiring coordination and interaction with a wide variety of stakeholders.
  • Experience with criminal justice applications, including, but not limited to, criminal databases, investigative tools, and administrative software.
  • Knowledge and experience with the California Law Enforcement Communications System (CLETS) and its regulations.
  • Experience with the full range of Microsoft Office applications, primarily Word and Excel.
  • Five (5) years of experience managing projects or programs related to public administration or safety is highly desirable.
