Description
The Metropolitan Sewer District Facility Planning and Optimization Group is looking for an engineer with a desire to learn and grow at one of the most innovative utilities in the country.
This position will work with a team of engineers to ensure that capital assets are optimized and replaced in the most effective way possible, applying engineering and asset management best-practices. Investigate, research, develop, and optimize solutions for problems in all wastewater treatment plants including complex chemical and biological systems. Consult with operations and engineering personnel to select new treatment processes, methods, and means of implementation. Prepare, review, and develop hydraulic and wastewater process models, engineering studies, and designs. Present and communicate complex and technical information and data effectively to a variety of audiences, both orally and in writing; effectively coordinate with other divisions and outside agencies.
Desired skills include ability to apply logical reasoning to insightfully analyze and conceptually review various solutions to solve complex problems

Knowledge of:
Engineering and technology, especially as related to assigned area of responsibility--structural, mechanical, electrical, civil, geotechnical, etc; reinforced concrete design. Design techniques, tools, and principals involved in the production of precision technical plans, blueprints, drawings, and models. Prepare engineering drawings, project plans, construction plans, and specifications. Provides project management, consultant, or contract management oversight for individual projects or programs Exercise professional engineering judgment in accordance with current accepted engineering practices. Troubleshoot infrastructure or system problems in the field or in facilities Perform field inspections Perform modeling or complete mathematical calculations. Participate in all phases of consultant selection. Manage projects to ensure compliance with plans, specifications, quality standards and regulations. Sign and stamp engineering design or construction documents (not requiring P.E. license) Sign and stamp engineering design or construction documents (requiring P.E. license) Perform utility coordination and construction engineering and management. Identify and apply for outside funding. Approve capital project expenditures, change order review and negotiations Assist with developing and maintaining the project financial spreadsheet to keep track of the various funding sources and expenditures. Directly responsible for the administration of assigned capital projects, including legislation, funding, and management. Assign, review, and participate in the work of staff responsible for professional and technical engineering operations. Coordinate with product vendors to develop material and product specifications. Coordinate with other local jurisdictions and developers or private engineers. Negotiate Construction Change Orders. Approve pay estimates for the construction management section. Oversight in ensuring timely responses regarding preliminary plans and project reviews. Perform public engagement activities. Assists in the acquisition of property rights and environmental approvals for construction projects as necessary. Develop database applications and engineering applications on computers for work groups Manage the input of information in database systems. Write reports and summaries and present findings. Review claims and resolve disputes. Review and monitor the Customer Service Request system. Directly investigate and respond to Customer Service Requests (CSRs). Responsible for compliance with the records retention policy Review and approval of private development as it impacts the public right of way. Review and approve new equipment or technology Train subordinate technical personnel in performance of job duties Review and sign division timesheets, F25’s, OT approval and other admin forms.
Exercises technical and functional supervision over professional and technical staff.
SENIOR ENGINEER
Each applicant must be a registered professional engineer in the State of Ohio, or in a state with equivalent registration requirements. If not registered in Ohio when appointed, Ohio registration must be obtained during the probationary period.
OTHER REQUIREMENTS:
Possession of registration with the State of Ohio as a Professional Engineer.
Possession of, or ability to obtain, a valid Driver's License.
MILITARY EDUCATION & EXPERIENCE EVALUATION
Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations.
ENGINEER
Each applicant must be enrolled as a Senior in a Bachelor's Degree program in engineering at an accredited college or university, or possess a Bachelor's Degree in engineering from an accredited college or university.
OR
Possess an Engineer-in-Training Certificate from any state.
OTHER REQUIREMENTS
Possession of Bachelor's Degree in engineering from an accredited college or university is required at the time of hire.
Possession, or ability to get, a valid Driver's License.
Environmental Conditions: Indoor and outdoor environments; exposure to office computer screens; exposure to extremes in weather conditions; work in or with water; work below ground, on slippery or uneven surfaces, on ladders or scaffolds; work around heavy equipment/construction equipment, moving vehicles; exposure to dust, asbestos, exhaust fumes; possibility of working with toxic chemicals, depending on assignment.
Physical Conditions: Essential and other important responsibilities and duties require maintaining physical condition necessary for sitting, standing and walking for prolonged periods of time; general manual dexterity required; light and moderate lifting and carrying; must be able to operate assigned vehicle.
