Job Description Summary

The Senior Director of Public Policy is a leader on Enterprise’s best-in-class federal policy team. The Senior Director will be responsible for setting the advocacy strategy around tax policy specific to affordable housing and community development and then managing execution and driving outcomes.

Responsibilities:   

  • Develop and execute Enterprise’s federal tax policy and advocacy agenda, spearheading a portfolio that includes but is not limited to:  

  • LIHTC 

  • New Markets Tax Credits 

  • Opportunity Zones  

  • Neighborhood Homes Tax Credit 

  • Additional Treasury Department programs such as the CDFI Fund and Capital Magnet Fund  

  • Housing Finance Reform and advocacy around the Community Reinvestment Act, GSEs, and FHFA  

  • Lobby on statutory and regulatory policy priorities with Congress and the Executive Branch.  

  • Build and maintain strong, ongoing relationships with key Congressional staff, the Administration, and relevant federal agencies.  

  • Serve in leadership and management positions and otherwise represent Enterprise within key coalitions to advance our federal tax policy priorities. Co-chair the ACTION Campaign on behalf of Enterprise. 

  • Monitor and analyze federal legislation, regulations, and new proposals that impact Enterprise’s public policy, programmatic, and financial products. 

  • Serve as a subject matter expert on the federal policy landscape; inform federal, state, and local policy efforts and partner and serve as a resource to other Enterprise divisions and external partners.  

  • Work with Enterprise’s External Affairs team on internal and external communications and research content, utilizing social media, press releases, op-eds, and other earned media to advance advocacy efforts.   

 
Qualifications:   

  • Eight (8) years of relevant experience; graduate degree may be substituted for up to two (2) years of experience.  

  • Federal government relations and policy development experience required; experience working in Congress or the executive branch preferred.  

  • Deep understanding and expertise on a range of housing and community development policies, in particular LIHTC, NMTC, and OZs.  

  • Leadership, strategy, and management skills; previous experience managing staff required 

  • Relationships with policymakers in the legislative and executive branch required, preferably with tax writing committees and Treasury Department 

  • Experience working with tax policy stakeholders required.  

  • Excellent communication skills, including the ability to effectively communicate complex policy issues to a broad audience. Public speaking, media relations, and public relations experience preferred 

  • Demonstrated professionalism, diplomacy, composure, flexibility, and ability to adapt to change and overcome obstacles.  

  • Strong initiative and autonomy.  

  • Strong organizational skills and ability to coordinate complex activities, prioritize conflicting demands and meet deadlines.  

  • Ability to work independently, solve problems, and take responsibility for moving tasks forward with minimal supervision.  

  • Occasional travel and evening/nontraditional hours required 

  • Positive contribution to work culture and effective, collaborative team member 

 

Salary Transparency 
 

You will be joining a team of talented professionals motivated by serving the community and addressing the need for affordable housing. 
 

Enterprise offers a comprehensive total rewards package for you and your family. The pay range for this position is $130,000-$155,000. The salary range represents the low and high end of what may be paid for this position. It is not typical for an individual to be hired at or near the top of the pay range, and compensation decisions may be influenced by a variety of factors, including skills, qualifications, experience, and location.
