Job Description:

The Global Product Quality & Measurement (PQ&M) Governance Senior Manager provides enterprise leadership for PQ&M governance across ST&S, setting the strategic direction for the end-to-end oversight of first line product quality and measurement risk.

The role owns the ST&S PQ&M framework and associated control architecture, ensuring the consistent design, implementation and continuous enhancement of risk-based controls and assurance. It drives global alignment to bp’s Quality Management System, OMS in Trading, and Product Quality control processes to enable safe, compliant and commercially resilient operations.

Acting as a focal point across the three lines of defense, the role defines accountabilities, decision rights and interfaces between Trading Operations, Cargo Assurance, HSE&T and technical functions, strengthening governance, independent oversight and organizational learning.

The role chairs cross-functional governance forums and sub discipline Networks (SDNs), sets performance expectations, and delivers insight-led reporting to support executive decision-making. It shapes first line organizational capability through defined competency standards, resource alignment, and the promotion of a culture of quality excellence and incident/event prevention.

The role also governs first-line external engagement to ensure consistent and credible representation of bp in global product quality and measurement standards.
 

Key Accountabilities

• Own end-to-end PQ&M governance framework, including strategy, control framework, performance metrics, self verification and ways of working, aligned to bp policies, second line procedures, OMS and Quality Management System requirements. 

• Set clear expectations for first-line self verification activities, ensuring consistency across regions, commodities and operating models.

• Provide independent first-line oversight and challenge of PQ&M activities, ensuring risks are visible, escalated and managed within agreed risk appetite, with clear separation from first-line execution. 

• Chair and lead PQ&M governance forums (including SDN), holding binding decision rights on standards, resolving regional misalignment, escalating material weaknesses or systemic failures in first-line self‑verification and other critical issues to Aviation, R&AFT, HSE&T / ST&S leadership. 

• Represent PQ&M at senior governance forums (e.g. RORC, SORC, GORC) and govern external engagement to ensure consistent, credible industry representation. 

• Define and embed accountabilities and decision rights across Trading Operations, Cargo Assurance, HSE&T, R&AFT and Aviation in line with the three lines of defense. 

• Ensure consistent global application of PQ&M standards, including approval and governance of deviations, exemptions and risk acceptances, with full transparency through the PQ&M risk register. 

• Exercise governance authority over PQ-critical decisions, including veto / hold rights where standards are breached, and recommend improvements to operations, systems and resourcing. 

• Lead assurance and assessment integration, developing and embedding control processes that govern inspections, audits and deep-dive reviews in support of functional assurance across HSE&T, CA, R&AFT and technical teams to drive control effectiveness. 

• Agree clear PQ&M Functional Assurance rights and boundary conditions to enable effective Trading activity while maintaining robust control and assurance for bp Supply.

• Deliver data-driven PQ&M performance insight and reporting, informing senior leadership decision-making and driving continuous improvement. 

• Drive capability and organizational effectiveness, defining required competencies, inform leadership of any gaps and recommend actions to deliver PQ&M objectives at scale. 

• Oversee investigations and learning, co-approving root cause analyses, approving enduring actions and embedding lessons learned into the global PQ framework.

Required Skills & Experience

• Degree (or equivalent experience) in a relevant technical discipline such as Process/Chemical Engineering, or a related science

• Extensive Product Quality & Measurement expertise across trading or supply chains, with direct exposure to operational risk, incidents, and end-to-end PQ value chain (e.g. terminals, blending, logistics, inspection and laboratories).

• Strong knowledge of industry standards and quality frameworks (e.g. JIG, EI, ISO/QMS) and their practical application in operational control environments.

• Proven track record designing and embedding global governance frameworks, including standards, decision-rights, control frameworks and performance metrics.

• Deep experience operating within a three lines of defense model, with clear separation of first-line execution and independent oversight, including escalation and risk acceptance.

• Strong risk management capability, including risk identification, risk appetite application, governance of deviations and maintenance of enterprise risk registers.

• Extensive assurance experience, including audits, inspections and deep-dive reviews, with ability to integrate multiple assurance providers into a coherent, risk-based model and drive control effectiveness.

• Proven experience in incident investigation and organizational learning, including approval of root cause analysis and embedding systemic corrective actions.

• Strong data and performance insight capability, with ability to develop KPIs, deliver executive reporting and drive continuous improvement.

• Demonstrated cross-functional leadership, operating across Trading Operations, HSE&T, assurance and technical teams, influencing globally without direct line authority.

Additional, desirable criteria includes:

• Experience chairing senior governance forums and exercising decision authority, including resolving cross-functional misalignment and influencing VP/SVP-level stakeholders.

• Experience representing organizations in external or industry forums, maintaining credibility and consistent organizational positioning.

• Experience operating in a global governance or second-line assurance role, including audit leadership and independent oversight

• Proven track record of shaping and delivering organisational or operating model transformation within complex, matrixed environments

• Experience developing and embedding global standards and frameworks with effective regional application, including managing cultural and regulatory differences

• Deep technical experience across product quality, measurement and assurance disciplines, including one or more of:

Petroleum laboratory leadership and ISO/IEC 17025 accreditation

Inspection/verification or ISO/IEC 17020 audit oversight

Hydrocarbon quantity measurement / loss control / custody transfer

Incident investigation methodologies (e.g. L1/5 Whys/RCA)

• Broad operational exposure across the hydrocarbon value chain, including one or more of:

Terminal, refinery or processing operations

Marine and vessel operations, including ship/shore interface

Cargo operations, expediting or logistics oversight
