Definition:  Under the general supervision of the Senior Services Department Director, the Assistant Director assists with developing, implementing, and improving the department’s programs designed to enhance the standard of living for Community Seniors. This position will oversee one of two major areas (Operations or Client Services) and join the Director in providing overall leadership, vision and supervision of the Department’s programs and staff. This is a driving position. This job class is treated as FLSA Exempt.

Distinguishing Features: This position will oversee one of two significant areas;


Operations: This Assistant Director will primarily oversee the daily operations of all senior programs, such as, meals services, recreational services and transportation services.


Client Services: This Assistant Director will primarily oversee the daily operations of programs such as Support Services, Adult Protection Services, and Homecare Services teams including client case documentation and case management services. 

1. Direction & Mentoring: Oversees and assumes a leadership role for their respective teams.

  • Exhibits exemplary guidance and stewardship to ensure high-quality and timely client services are executed professionally and courteously.   
  • Ensures opportunities for staff training and professional development are available. 
  • Supports opportunities for licensing, certification, and education endeavors while ensuring that current licenses and certifications are kept up to date.
  • Establishes opportunities for employee career development and progression.
  • Prioritizes and coordinates with team Managers on staff workflow while holding each staff member accountable to the department and its objectives.
  • With guidance from the director, works to improve staff performance standards associated with the SRPMIC Employee Performance Appraisal Reports (EPARs).
  • Implements a strategic planning and big-picture approach for the future direction of the reporting teams and the department.
  • Analyzes the current state of reporting teams and plans for the future needs of those teams.
  • Champions O’odham Piipaash’s principles of servitude with humility, respect, and honor for all.
  • Works diligently to ensure all operations and services provided to seniors are conducted with the highest possible ethical and legal standards.
  • Guides Managers towards their best possible resolution or next steps on all issues.
  • Ensures all grant and department guidelines, deadlines, and reporting are executed and completed. 
  • Works with the Department’s Managers to improve the operational policies, procedures, and methodologies that affect the operations and services of the department.
  • With help from the department’s public relations and media team, assumes a leading role alongside department peer directors in providing guidance, vision, and mission, together with any relevant subject matter education through the department media channels.

 

2. Budget, Planning & Administration:  Assists the Director with initiating, developing, and improving the strategic planning process to include budging.

  • Assists Director with program funding matters, including compliance issues.
  • Monitors adherence to the Department’s annual budget and makes recommendations to the Director.
  • Maintains accurate program documentation and provides reports as required.
  • Provides means and opportunities for maintaining all records and files according to the Administration on Aging (AOA), Inter-Tribal Council of Arizona (ITCA), and SRPMIC policies and procedures.
  • Assists other department directors with revising the Community’s Elder Abuse Ordinance.
  • Attends professional development meetings, training workshops, and seminars to enhance skills and abilities.  
  • Maintains professional currency regarding gerontology programs and issues.
  • Monitors utilization of grants and contracts.
  • Prepares and reviews grant and contract proposals and applications for approval by Tribal authorities.
  • Ensures administrative support functions are in place and operating according to established standards, budgets, tribal policies and procedures, and funding source requirements.
  • Evaluates all programs annually or as required by funding agencies.
  • Oversees recruitment on vacancies
  • Evaluate and improve current metric reports for teams and programs. 
  • Analyzes data and formulates actionable insights and recommendations for program and department efficacy.
  • Implements and oversees an annual review process for needed improvements.
  • Develops methods to coordinate the highest level of assistance to SRPMIC seniors and their families.
  • Ideates and plans innovative programs to meet the social and emotional needs of the Community’s seniors and adults with adaptive needs.
  • Establishes focal points for information sharing and internal and external communications.
  • Ensures essential information to accomplish program goals is facilitated effectively by methods and benchmarks that safeguard those goals.

 

3.  Miscellaneous:  Performs other job-related duties as assigned by the Senior Services Director or Assistant Community Managers.

 

Knowledge, Skills, Abilities, and Other Characteristics:

  • Knowledge of the history, culture, laws, rules, customs, and traditions of the Salt River Pima-Maricopa Indian Community, particularly regarding seniors.
  • Knowledge of Federal and State laws, rules, regulations, and standards that apply to public social services programs, particularly those serving seniors.
  • Knowledge of Gerontology, senior care, and issues that affect that arena.
  • Knowledge of mentoring and staff development concepts, theories, and best approaches.
  • Skill with program planning and budget development, and oversight.
  • Skill with organizational leadership, management, and program effectiveness.
  • Skill promoting program objectives, developing measurable outcomes, and providing services based on program objectives.
  • Skill using the personnel computer, including MS Office.
  • Skill with tactful professional writing and diplomatic, persuasive verbal communication.
  • Skill establishing and maintaining effective working relationships with Seniors and their families, other Community members, Tribal Government officials and staff, representatives of resource agencies, and other service providers.
  • Skill dealing with sensitive, personal issues regarding seniors and maintaining appropriate professional, confidential relationships and information.
  • Skill in developing budgets, monitoring expenditures, and preparing the cost-benefit analysis.
  • Ability to strategize and provide alternative solutions to meet client and department needs.
  • Ability to establish and maintain accurate program record-keeping systems and procedures.
  • Ability to develop and present public presentations in a formal setting.
  • Ability to drive SRPMIC vehicles such as a 15-passenger van to transport clients.
  • Education:  A Master’s degree from an accredited college or university in Gerontology, Social Work, Sociology, Psychology, Management, Organizational Leadership, or a closely related field is required.

 

  • Experience:  Three (3) years of full-time work experience in a social services program, AND at least five (5) years of managerial experience required.
  • Senior/Gerontology work experience in a Native American Community is highly preferred.

 

  • Equivalency:  Any equivalent combination of experience and education that will allow the applicant to perform the job duties satisfactorily may be considered when filling the position.

 

  • Underfill Eligibility: An enrolled Community Member who closely qualifies for the minimum qualifications for a position may be considered for employment under SRPMIC Policy 2-19, Underfill.
  • Special Requirements:  May be required to work beyond normal work hours including nights, weekends, and holidays.
  • Due to the confidential and sensitive nature of this position, successful completion of an extensive background investigation is required.
  • May be required to travel.
  • Must possess and maintain a valid Arizona Driver’s License.
