Description
This position offers a unique opportunity to shape projects from inception through completion. You will play a key role in supporting pursuits, client engagement, proposal development, and procurement strategies. Once projects are secured, you will transition into project leadership, overseeing execution and serving as the primary representative for clients and stakeholders.
Projects may be located in Ottawa, Trenton, Petawawa, Toronto, and other locations throughout Ontario, requiring a willingness to work on-site as business needs dictate.
Due to the nature of our projects and clients, the successful candidate must be eligible to obtain and maintain a Government of Canada Secret Security Clearance.

Essential Responsibilities:
- Lead the full project lifecycle from preconstruction and procurement through construction, commissioning, and closeout for complex institutional and defence-related construction projects valued between $100M and $1B+.
- Support business development and pursuit activities, including client relationship management, proposal development, competitive submissions, presentations, interviews, and strategic capture planning.
- Partner with estimating, design, and operations teams to develop winning project execution strategies for Defence Construction Canada (DCC), federal government, and other institutional opportunities.
- Develop and execute project strategies aligned with client objectives, contractual requirements, financial targets, and operational excellence.
- Build and maintain strong relationships with military, federal, provincial, municipal, and institutional stakeholders.
- Oversee project controls, including scheduling, budgeting, forecasting, procurement strategy, risk management, and contract administration.
- Provide executive-level reporting on project performance, opportunities, and risks.
- Lead multidisciplinary teams across engineering, construction, commercial, and client organizations.
- Ensure compliance with government security requirements, regulatory frameworks, and public-sector procurement protocols.
- Mentor senior project leaders and support succession planning and recruitment initiatives.
- Champion safety, quality, innovation, and continuous improvement throughout all phases of project delivery.
- Represent the organization during negotiations with clients, consultants, government agencies, and project partners.
Qualifications:
- 10-15+ years of progressive experience with a General Contractor leading complex building, infrastructure, defence, institutional, healthcare, correctional, transportation, or government projects.
- Post-secondary education in Construction Management, Engineering, Architecture, or a related discipline.
- P.Eng., PMP, Gold Seal, or equivalent professional designation considered a strong asset.
- Demonstrated success leading major institutional, defence, or government-funded construction projects valued at $250M+.
- Experience working on military installations, defence facilities, secure environments, federal government projects, or similarly complex institutional projects is strongly preferred.
- Proven understanding of federal procurement processes, security requirements, and public-sector project delivery.
- Experience supporting pursuits, business development, proposal preparation, and client presentations.
- Strong knowledge of Design-Build, CM, P3, and other collaborative project delivery models.
- Expertise in contract negotiation, commercial management, claims avoidance, and dispute resolution.
- Strong understanding of risk management, project controls, and governance frameworks for highly regulated projects.
- Exceptional leadership, communication, and stakeholder management skills.
- Ability to build credibility with senior military personnel, government officials, consultants, and executive stakeholders.
- Must currently possess or be eligible to obtain and maintain a Government of Canada Secret Security Clearance.
Working Conditions:
- This is an on-site and project-based leadership position supporting projects throughout Ontario.
- Assigned project locations may include Ottawa, Petawawa, Trenton, Toronto, and other military or institutional sites across the province.
- Regular travel within Ontario is required.
- Must have a valid driver's license and the ability to travel to project sites as required.
- WHMIS 2015 certification and willingness to obtain any additional client- or site-specific certifications.
- Must be legally eligible to work in Canada and capable of obtaining and maintaining a Government of Canada Secret Security Clearance.
