Procurement Supervisor — Refinery & Fabrication Procurement

Position Overview

We are seeking an experienced Procurement Supervisor for a direct-hire opportunity supporting an industrial fabrication operation in Houston, Texas.

This position is part of a planned succession strategy. The selected candidate will initially join the organization as a Buyer, working alongside the current Procurement Supervisor to learn the company's operations, suppliers, systems, technical requirements, and purchasing processes. The candidate is expected to transition into the Procurement Supervisor role following the current supervisor's planned retirement in July 2027.

This position requires direct procurement experience within fabrication and refinery environments. Candidates should have hands-on experience purchasing piping and related materials, mechanical packages, fabricated components, and ASME-related materials or equipment in support of chemical plant, refinery, petrochemical, or closely related industrial projects.

The ideal candidate combines this technical procurement background with extensive vendor-management experience and at least 10 years of supervisory experience within procurement, purchasing, supply chain, construction, manufacturing, or a related environment.

Key Responsibilities

• Issue purchase orders and blanket purchase order releases for piping, bulk materials, fabricated components, mechanical equipment/packages, transportation, shop services, and subcontracted services.
• Procure materials and equipment supporting refinery, chemical plant, petrochemical, fabrication, and related industrial projects.
• Purchase ASME-related materials and equipment in accordance with applicable project specifications, engineering requirements, and industry standards.
• Work directly with fabrication shops and industrial suppliers to source fabricated components, assemblies, piping-related materials, mechanical equipment, and other project requirements.
• Perform material take-offs, competitive bidding, bid evaluation, supplier selection, and order placement.
• Purchase engineered equipment and instrumentation based on technical RFQ packages provided by Engineering.
• Purchase materials and equipment from engineering drawings, technical specifications, material requirements, and RFQ packages.
• Route supplier quotations to the appropriate engineering disciplines for technical review and approval.
• Communicate with suppliers and fabrication shops to resolve material, delivery, quality, documentation, and production-related issues.
• Define material and documentation requirements according to project specifications.
• For applicable large purchase orders, obtain vendor completion percentages for accounting and project forecasting.
• Assist proposal and estimating teams with material pricing, availability, exceptions, clarifications, and specification requirements.
• Support Design, Process, Mechanical, and other engineering disciplines in specifying materials based on cost, availability, technical requirements, and project needs.
• Support design verification of drawings prior to release for construction.
• Maintain strong supplier relationships and ensure procurement activities support fabrication schedules, project schedules, and cost objectives.
• Recruit, train, develop, and manage procurement personnel as responsibilities transition into the supervisory role.
• Develop proficiency as a Microsoft Dynamics 365 Business Central SuperUser and train new Buyers on Business Central responsibilities and purchasing processes.
• Support procurement requirements across other business units as needed.
• Maintain supplier registry information, Certificates of Insurance, qualification documentation, and other required vendor records.
• Prepare required reporting for rented and leased equipment.

Required Qualifications

• High school diploma or equivalent.
• Minimum 5 years of procurement/purchasing experience.
• Direct procurement experience within fabrication and refinery environments.
• Experience supporting chemical plant, refinery, petrochemical, or closely related industrial projects.
• Direct purchasing experience involving piping and related materials, mechanical packages/equipment, fabricated components or assemblies, and ASME-related materials or equipment.
• Experience working directly with fabrication shops and industrial suppliers.
• Minimum 10 years of supervisory experience.
• Demonstrated leadership experience within procurement, purchasing, supply chain, construction, manufacturing, or a related environment.
• Working knowledge of ASME industry codes and standards as they relate to purchased materials and equipment.
• Experience with purchase orders, RFQs, competitive bidding, supplier negotiations, technical specifications, and vendor management.
• Experience purchasing materials or equipment from engineering drawings, specifications, material take-offs, technical RFQ packages, or other engineering requirements.
• Ability to work effectively with Engineering, Manufacturing, Quality, Operations, Accounting, and other internal stakeholders.
• Strong organizational, analytical, documentation, and communication skills.
• Comfortable working onsite in an office environment adjacent to an active fabrication shop, including welding, grinding, and overhead equipment.
• Ability to work a full-time onsite schedule in Houston, with overtime as business needs require.
• Ability to lift up to 20 lbs., climb stairs, and maintain focus while analyzing data and documentation.

Preferred Qualifications

• Extensive procurement experience within refinery, chemical, petrochemical, pressure-equipment, EPC, or industrial fabrication operations.
• Experience purchasing engineered equipment and instrumentation.
• Experience performing material take-offs and working with technical drawings and specifications.
• Microsoft Dynamics 365 Business Central experience.
• Experience training and developing Buyers or other procurement personnel.
• Experience maintaining supplier qualification records, Certificates of Insurance, and vendor databases.

Compensation

The anticipated base salary range is $80,000–$135,000 per year, depending on experience and qualifications.

This is a direct-hire, full-time, onsite position in Houston, Texas.

Career Progression

This opening is being filled in advance of a planned retirement. The selected candidate will initially work as a Buyer while learning the organization's procurement processes, systems, suppliers, technical requirements, fabrication operations, and internal stakeholders.

The successful candidate is expected to transition into the Procurement Supervisor position in July 2027, providing an opportunity to learn the operation directly from the current supervisor before assuming full departmental leadership responsibilities.
