Imperial Beach Community Clinic (IBCC)

Location: Imperial Beach Health Center or Nestor Community Health Center, with travel between IBCC sites as needed Reports To: Director of Operations Classification: Exempt Employment Status: Full-Time, Regular Salary Range: $73,667 - $91,588 annually

Position Summary

The Clinic Manager leads daily operations at an assigned IBCC clinic site to support safe, timely, patient-centered care. The role oversees clinic workflows and non-clinical staff, coordinates with nursing and medical leaders, and addresses barriers to access, service, and efficient patient flow. The manager applies IBCC policies, monitors operational results, and helps staff resolve problems promptly.

Essential Responsibilities

Clinic Operations

· Direct day-to-day site operations, including opening and closing readiness, room and schedule coordination, patient flow, and escalation of service disruptions.

· Work with providers, nursing leadership, the call center, and patient service staff to maintain appointment access, manage schedule changes, and reduce avoidable delays.

· Support consistent workflows for registration, telehealth, laboratory coordination, specialty services, and follow-up across assigned clinic operations.

Staff Leadership

· Supervise assigned staff, including hiring input, onboarding, scheduling, coaching, performance feedback, and corrective action in coordination with Human Resources.

· Set clear expectations, conduct regular huddles and staff meetings, address concerns respectfully, and promote accountability and teamwork.

· Partner with the Nurse Manager on MA and nursing team coordination; respect clinical reporting lines and escalate clinical practice concerns to licensed leadership.

Quality and Patient Experience

· Respond to patient concerns and service recovery needs, document and escalate safety or compliance concerns, and follow through on corrective actions.

· Monitor access, staffing, patient experience, throughput, and other assigned measures; identify trends and implement practical improvements.

· Maintain audit and regulatory readiness by keeping required operational records current, supporting site reviews and corrective actions, and reinforcing privacy, infection prevention, emergency preparedness, and approved procedures.

Resources and Collaboration

· Coordinate with Facilities, Housekeeping, Purchasing, and other departments to keep the site equipped and ready for care.

· Review supply and staffing needs, use resources responsibly, and report operational risks and proposed solutions to the Director of Operations.

· Participate in cross-site projects and service line changes; communicate updates clearly and help teams adopt new workflows.

Work Expectations

This position requires regular on-site presence, frequent interaction with staff and patients, use of office and clinical information systems, and the ability to respond to changing clinic priorities. Duties may vary with organizational needs.

Requirements

Minimum Qualifications

· Bachelor's degree in healthcare administration, business administration, public health, or a related field, or an equivalent combination of education and directly related healthcare operations experience.

· Three (3) years of progressively responsible healthcare operations leadership experience, including staff supervision, scheduling, patient access, workflow management, and operational improvement initiatives.

· Experience using an electronic health record and working knowledge of patient privacy and ambulatory care workflows.

· Strong communication, judgment, conflict resolution, and organizational skills.

· Ability to work on-site and travel between IBCC locations as needed.

Preferred Qualifications

· Experience in a Federally Qualified Health Center (FQHC) or other community health settings.

· Experience serving diverse and underserved populations and working with multidisciplinary teams.

· Bilingual English and Spanish preferred.
