The City of Rancho Cucamonga’s Community Services Department is excited to welcome a dedicated, detail-oriented, and service-driven professional to our team as a Management Analyst I. We are seeking a highly detail-oriented professional with strong expertise in data and business virtual visualization tools, capable of designing, implementing, and optimizing scalable business systems across multiple divisions. The ideal candidate will have experience transforming complex data into actionable insights through interactive dashboards, reports, and data visualizations, while also leveraging software programs to streamline workflows, reduce manual effort, and improve operational efficiency. The candidate should possess strong analytical and problem-solving skills, a solid understanding of data management, report-writing skills, municipal business process knowledge, and the ability to identify opportunities for automation and continuous improvement. Success in this role requires exceptional attention to detail and accuracy, excellent communication skills, the ability to collaborate with stakeholders at all levels, and a proactive approach to building reliable, user-friendly solutions that support organizational goals and drive data-informed decision-making.

The Community Services Department is responsible for providing enriching, fun, and meaningful opportunities for the community to come together. The department operates the Epicenter Sports Complex, RC Community Center, RC Sports Center, Victoria Gardens Cultural Center, Goldy S. Lewis Community Center, and James L. Brulte Senior Center. In addition to the above-listed facilities, more than 30 different parks are open to the community for passive use, with on-site amenities that may be used for rentals, including park shelters and athletic fields.

The Position

The Management Analyst I will provide budget, fee, data, contract, and procurement expertise to support the Community Services Department’s operational and strategic needs. Working within the Business Services Division, the position will analyze department data and performance measures, utilize analytical tools, prepare reports and recommendations, and use data to support decision-making, problem-solving, and department planning.

The position will provide technical guidance and analytical support on complex administrative and operational issues, including major projects, capital improvements, contracts, grants, and procurement activities. Responsibilities will include reviewing complex documents for accuracy, completeness, and compliance; conducting contract audits; overseeing contract administration; evaluating contract insurance requirements; and ensuring processes and documentation align with City policies, standards, and applicable requirements.

The position will also conduct user fee analyses, evaluating service costs and comparable agencies to develop recommendations that support cost recovery and departmental objectives. Additional responsibilities include preparing staff reports, resolutions, agreements, manuals, and other official documents; presenting findings and recommendations to leadership and elected or appointed bodies; and collaborating with City departments, outside agencies, organizations, and the community to advance department initiatives and organizational goals.

Education and/or Experience:

Graduation from an accredited college with a bachelor's degree in public or business administration, Accounting, or a related field; and six months of experience conducting research and analysis OR any combination of training and experience that provides the desired knowledge and abilities.

Substitution: A total of four years of professional-level experience in Business Administration, Accounting, or related field and six months of experience in the conducting research and analysis OR any combination of training and experience that provides the desired knowledge and abilities.

Knowledge, Skills and Abilities:

Knowledge of the principles of research, statistical analysis and report preparation; organization and functions of the assigned municipal department; principles of accounting and auditing; methods and procedures of budget preparation; computer applications in administrative functions; general office procedures. Ability to perform specialized administrative tasks; conduct research, perform analysis, and prepare and present reports of findings; work independently; interpret and apply related laws, ordinances, and policies; communicate effectively both orally and in writing; meet the public in situations requiring diplomacy and tact; establish and maintain cooperative working relationships.
