Job Overview:

The Safety and Health Officer administers the site-specific safety and health program for facility operations and maintenance at Defense Supply Center Columbus. The position develops and maintains the Job/Site Safety Plan, prepares and reviews Activity Hazard Analyses, monitors work practices, investigates incidents, and promotes compliance with OSHA, EM 385-1-1, NFPA, DLA, Ohio, and other applicable safety requirements.


Support Hours: Applicant shall be available during core work hours as established the Government customer.


Essential Duties & Responsibilities:

  • Develop, implement, maintain, and periodically update the site-specific Job/Site Safety Plan for all major types of work performed under the contract.
  • Prepare, review, and maintain Activity Hazard Analyses for plumbing, electrical, demolition, equipment installation, equipment maintenance, subcontractor work, and other assigned activities.
  • Monitor work areas, tools, equipment, machinery, signs, labels, and work practices for compliance with OSHA, EM 385-1-1, NFPA, DLA, state, local, and contract safety requirements.
  • Identify hazards, require immediate correction or mitigation of conditions under Contractor control, and promptly report imminent-danger or uncontrolled hazards to the appropriate Government representative.
  • Coordinate and verify required permits and controls for hot work, confined-space entry, excavation/digging, electrical work, lockout/tagout, fall protection, and other high-hazard activities.
  • Develop and route written lockout/tagout procedures for Government review when required and verify implementation in the field.
  • Verify that employees and subcontractors receive required orientation, safety training, hazard training, and refresher training and maintain supporting records.
  • Verify that required PPE, guards, fall-protection equipment, hazard markings, labels, and signage are available, serviceable, and properly used.
  • Conduct safety inspections, observations, and meetings; document findings; track corrective actions; and verify timely closure.
  • Investigate and document accidents, injuries, occupational illnesses, near misses, and environmental incidents and ensure required immediate notifications and reports are completed.
  • Coordinate with the Project Manager, Site Maintenance Manager, employees, subcontractors, and Government representatives on safety matters.
  • Exercise stop-work authority when an activity presents an imminent danger or violates applicable safety requirements and support safe restart after corrective action.
  • Provide safety-incident information, trends, corrective actions, and training status for required management reports.


Competencies:

  • Occupational safety and health program administration.
  • OSHA and EM 385-1-1 compliance.
  • Activity Hazard Analysis and job-hazard planning.
  • Incident investigation and corrective action.
  • Lockout/tagout, fall protection, confined space, and hot-work controls.
  • Training, inspection, and records management.
  • Clear communication and independent judgment.

Requirements

Minimum Requirements/Education:

  • Documented experience administering safety and health requirements for facility operations and maintenance, construction, industrial, or comparable work environments.
  • Working knowledge of OSHA 29 CFR 1910 and 1926, EM 385-1-1, NFPA requirements, hazard communication, and applicable federal, state, and local safety standards.
  • Demonstrated ability to develop site-specific safety plans and Activity Hazard Analyses and to evaluate hazards and corrective actions.
  • Training and qualifications appropriate to assigned safety duties, including the ability to verify competent-person and qualified-person requirements.
  • Ability to prepare clear inspection, training, incident, and corrective-action records and reports.
  • Ability to complete required site, security, safety, and annual refresher training.


Preferred Skills:

  • OSHA 30-Hour Construction Safety and Health certification.
  • Current Certified Safety Professional, Construction Health and Safety Technician, Occupational Health and Safety Technologist, or comparable credential.
  • Experience supporting a federal or DoD facilities operations and maintenance contract.
  • Experience applying EM 385-1-1 to electrical, plumbing, mechanical, confined-space, fall-protection, and hot-work activities.


Security Requirement:

  • Must satisfy installation access and background-screening requirements and obtain and maintain DBIDS credentials and a Common Access Card (CAC), as applicable.
