Job Description:
Parsons is looking for an amazingly talented Project Quality Specialist – Civil (Saudi National) to join our Team!
The Project Quality Specialist – Civil will provide quality assurance and quality control support for civil construction activities across the Airport / Infrastructure / Airfield project. The role will ensure that civil works are executed in accordance with approved drawings, specifications, Method Statements, Inspection and Test Plans (ITPs), applicable standards, contractual requirements, and Client expectations.
What You'll Be Doing:
Support implementation of project quality requirements for civil works.
Monitor civil construction activities for compliance with approved drawings, specifications, Method Statements, and ITPs.
Conduct routine quality inspections and surveillance of civil works.
Review civil-related ITPs, checklists, inspection procedures, and testing requirements.
Review Material Inspection Requests (MIRs), Work Inspection Requests (WIRs), test reports, material certificates, and quality documentation.
Verify that approved materials are properly stored, handled, tested, and installed.
Monitor Contractor and Subcontractor quality performance.
Identify defects, non-conformances, and quality risks at an early stage.
Raise, review, and monitor NCRs and quality observations.
Support root cause analysis and corrective / preventive action implementation.
Verify corrective actions and supporting evidence prior to closure.
Monitor quality records and ensure proper traceability.
Participate in quality audits, inspections, technical meetings, and coordination workshops.
Support investigation and resolution of civil quality issues.
Coordinate with Engineering and Construction teams to resolve technical quality issues.
Support preparation of weekly and monthly quality reports.
Monitor recurring defects and quality trends and recommend improvement measures.
Support testing, commissioning, snagging, and final handover activities.
Inspect setting-out, levels, alignment, dimensions, and tolerances.
Monitor excavation, formation, backfilling, and compaction activities.
Verify subgrade, sub-base, base course, and pavement construction requirements.
Monitor concrete placement, reinforcement, formwork, curing, and finishing.
Verify concrete mix designs, delivery tickets, sampling, and testing.
Review concrete cube / cylinder test results and monitor failures.
Inspect waterproofing, construction joints, expansion joints, sealants, and protection systems.
Monitor installation of embedded items, sleeves, openings, and penetrations.
Coordinate civil inspections with Survey and Engineering teams.
Roads & Pavement Quality
Monitor construction of roads, pavements, access roads, parking areas, and external surfaces.
Inspect subgrade preparation, compaction, sub-base, and base-course installation.
Monitor asphalt works including laying, temperature, compaction, joints, and surface quality.
Review aggregate and asphalt laboratory test results.
Monitor density, thickness, levels, crossfall, and surface tolerances.
Verify concrete pavement construction where applicable.
Monitor kerbs, paving, interlock, road markings, and associated civil works.
Support quality inspections for airfield pavement works where applicable.
Earthworks & Material Testing
Monitor field density and compaction testing.
Review soil classification and laboratory test results.
Monitor material compliance for fill, subgrade, aggregates, and other civil materials.
Verify approved sources and material certifications.
Monitor moisture content and compaction requirements.
Ensure failed tests are investigated and corrective actions implemented.
Maintain records of material testing and inspection results.
Concrete & Structural Civil Works
Inspect reinforcement installation, spacing, cover, laps, anchorage, and fixing.
Verify formwork dimensions, alignment, cleanliness, and stability.
Inspect embedded items, openings, sleeves, and cast-in components.
Monitor concrete placement, vibration, curing, and finishing.
Verify concrete testing and sampling requirements.
Review concrete test results and investigate failures.
Monitor repair works for defective or damaged concrete.
Verify construction and expansion joints comply with approved details.
Engineering & Interface Coordination
Coordinate with Civil Engineers and Design Consultants on quality-related technical issues.
Ensure construction teams are working from the latest approved drawings and revisions.
Review approved civil drawings, specifications, details, and design changes.
Support resolution of RFIs, Technical Queries, and design clarifications.
Coordinate civil quality requirements with Structural, MEP, Utilities, Roads, Drainage, Landscape, and Architectural teams.
Support BIM coordination and model-based quality reviews where applicable.
Coordinate with Survey teams to verify levels, coordinates, alignment, and dimensions.
Identify potential interface and constructability issues affecting civil quality.
Airport / Infrastructure & Airfield Responsibilities
Provide civil quality support across airport terminals, airfield facilities, runways, taxiways, aprons, roads, utilities, and external areas.
Monitor civil works within airside and landside environments.
Support quality control of critical airport and airfield infrastructure.
Monitor civil works associated with runways, taxiways, aprons, access roads, drainage, and external works.
Coordinate quality requirements with airport operational and access constraints.
Support quality inspections for phased construction and complex infrastructure interfaces.
Ensure civil works comply with Client, Consultant, authority, airport, and project-specific requirements.
Inspection & Testing
Review and monitor civil ITPs and inspection procedures.
Coordinate inspections with Contractors, Subcontractors, Consultants, and Client representatives.
Ensure Hold Points and Witness Points are properly managed.
Review laboratory and field testing requirements.
Monitor soil, aggregate, concrete, asphalt, and other material testing.
Review material certificates and test reports.
Track failed inspections and tests and ensure corrective action is implemented.
Maintain complete inspection and testing records.
NCR & Quality Issue Management
Review and monitor civil-related NCRs and quality observations.
Support root cause analysis for construction defects and test failures.
Coordinate corrective actions with Contractors and Construction teams.
Verify rectification works and supporting evidence.
Monitor recurring quality issues and recommend preventive measures.
Maintain civil quality registers and action trackers.
Quality Audits & Reporting
Support quality audits and surveillance inspections of Civil Contractors and Subcontractors.
Monitor compliance with project quality procedures and ISO 9001 principles.
Prepare inspection and audit reports.
Track quality performance and corrective action closure.
Prepare weekly and monthly civil quality reports.
Qualifications & Experience
Bachelor's Degree in Civil Engineering, Construction Engineering, or a related discipline.
Minimum 5 years of relevant experience in civil quality assurance / quality control.
Experience on major construction, infrastructure, airport, transportation, or multidisciplinary projects is preferred.
Strong understanding of civil construction methods, materials, inspection, and testing.
Experience with earthworks, concrete, roads, pavements, drainage, structures, and external works.
Good knowledge of ITPs, Method Statements, MIRs, WIRs, NCRs, and quality documentation.
Experience with concrete, soil, aggregate, and asphalt testing.
Experience working with Contractors, Subcontractors, Consultants, and Client representatives.
Good understanding of applicable civil engineering codes, standards, and specifications.
Knowledge of ISO 9001 quality management principles.
ISO 9001, CQI, or equivalent quality certification is an advantage.
Strong communication, coordination, reporting, and problem-solving skills.
