Real Property Asset Management Subject Matter Expert

R&K Solutions, Inc. is seeking a real property subject matter expert with at least 5 years of experience at the military department level supporting federal real property programs. The ideal candidate will demonstrate depth of knowledge of real property lifecycle management, real property policy, and the ability to analyze and maintain data with a high level of accuracy. This position requires strong communication, collaboration and coordination skills to effectively work as a team member supporting numerous government stakeholders.

Duties:

• Lead the development and maintenance efforts of the Real Property Information Model (RPIM) and the Real Property Categorization System (RPCS). Facilitate both programs, working group meetings and the configuration support panels. Produce final documentation and distribute it to the DoW real property community.
• Establish policy and oversight for the accountability of real property assets and their inventory requirements, categorization, and implementation within the Federal Real Property Enterprise which includes collaboration from the DoW Military Services, Washington Headquarters Service, and Defense Agencies.
• Support all efforts in writing / rewriting / reviewing real Property Policy issuances
• Serve as the primary point of contact for the functional POCs for each Military Department and lead a monthly stakeholder meeting.
• Develop and maintain real property information, data, and functional standards to enable efficient and integrated business operations within OUSW A&S
• Participate in Real Property Data Warehouse Quality Assurance on OSW data as well as Service and Component real property data.
• Coordinate with OSW/Facilities Investment and Management (FIM) to Synchronize Real Property program changes for RPCS and RPIM in support of the Facility Sustainment Model.
• Support and advise the Department of War (DoW) Real Property's primary point of contact with GSA to ensure DoW real property requirements aligns with the federal real property profile guidance. Update annual requirements and ensure functional development complies with the applicable federal law.
• Participate in development of the annual guidance for Military Department's real property reporting. Provide quality control support and help resolve functional questions/issues.
• Analyze data sets to assist in business insights, collaborate with the real property team to develop policy and decision-making suggestions, and lead the team's response to the client or customer inquiries.
  Identify and resolve discrepancies in real property data through collaborative analysis and research.

Qualifications:

• Bachelor's degree or equivalent in engineering, information management, mathematics, or operations research.
• 5 or more years' professional experience in DoW Real Property Management and/or Installations (Real Property Asset Accountability, Facility Management, Facility Operations, and Facility Engineering). Highly desirable: 10+ years' experience in federal real property with most of those years within the DoW.
• Experience should include work at a higher echelon/headquarters/command level staff, with more than 4 years' experience desired.
• Demonstrated leadership and management experience with small to medium teams. Including excellent problem-solving, adaptability, and time management skills.
• Experience with the Real Property Information Model, Real Property Classification System, and other Real Property Accountable Property Systems of Record (Tririga, iNFADS, HQIIS) is highly desirable.
• Microsoft Office intermediate level proficiency with Word, Excel, Access. Basic proficiency with PowerPoint, OneNote, SharePoint.
• Strong verbal and written communication skills are essential. Must have ability to run meetings with multiple groups and to write at a higher headquarters / graduate level.
• U.S. citizenship is required and must be eligible for US Secret security clearance.
