Description
- Plans, coordinates, and manages County information technology services, systems, infrastructure, and resources;
- Develops and recommends short- and long-range technology plans based upon County operational needs, technology lifecycle considerations, security requirements, and available resources;
- Oversees the operation, maintenance, performance, and improvement of network infrastructure, servers, computers, cloud-based services, and related technology;
- Works with County departments to identify technology needs, operational challenges, and opportunities to improve services through the effective use of technology;
- Assists departments in evaluating, implementing, and effectively utilizing software applications, cloud-based systems, and other technology resources;
- Coordinates the implementation, integration, upgrade, and replacement of County software applications and technology systems;
- Evaluates new and emerging technologies and recommends solutions appropriate to County operations;
- Provides technical guidance and recommendations to department heads, managers, employees, and County leadership;
- Coordinates technology projects involving multiple departments, staff, vendors, consultants, and service providers;
- Assists in preparing specifications, evaluating proposals, obtaining cost estimates, and making recommendations regarding technology purchases and contracts;
- Develops and monitors technology budgets and assists with planning for equipment replacement, software licensing, subscriptions, infrastructure improvements, and other technology expenditures;
- Establishes standards and procedures relating to technology operations, system administration, access, equipment, software, cybersecurity, and acceptable technology practices;
- Coordinates cybersecurity measures designed to protect County networks, systems, accounts, applications, and data;
- Coordinates system backup, disaster recovery, business continuity, and technology recovery planning;
- Coordinates user support and resolution of hardware, software, network, application, and system-related issues;
- Identifies technology training needs and assists departments and employees in adopting and effectively utilizing technology systems;
- Prepares reports, recommendations, project updates, technology plans, and budget information;
A. Graduation from a regionally accredited or NYS registered college or university with a bachelor's degree including or supplement by 18 semester credit hours in computer science, information technology, information systems, cybersecurity, network administration or related field; or
B. Graduation from a regionally accredited or NYS registered college or university with an associate's degree in one of the fields described above and two (2) years of information technology experience involving network administration, systems administration, enterprise applications, cloud-based systems, or technology project implementation; or
C. Graduation from high school or possession of a high school equivalency diploma and four (4) years of information technology experience as described above; or
D. An equivalent combination of training and experience as defined by the limits of A, B, and C above.
SPECIAL REQUIREMENT: Possession of an appropriate New York State driver's license at the time of appointment and throughout employment may be required.Thorough knowledge of the principles and practices of information technology administration and management; thorough knowledge of computer networks, network infrastructure, operating systems, computer hardware, software, and related technology; good knowledge of cloud computing and cloud-based applications and services; good knowledge of cybersecurity principles and practices; good knowledge of system administration, data protection, backup, and disaster recovery; good knowledge of technology planning and project management; ability to plan, assign, supervise, and evaluate the work of technical personnel; ability to assess departmental operations and identify appropriate technology solutions; ability to evaluate hardware, software, cloud services, and emerging technologies; ability to diagnose and direct the resolution of complex technology problems; ability to explain technical concepts and recommendations to non-technical users; ability to manage multiple projects and priorities; ability to communicate effectively both orally and in writing; ability to establish and maintain effective working relationships; initiative; resourcefulness; sound judgment; integrity; and a commitment to effective customer service.
