Job Description:

Technology Delivery

• Lead the successful delivery of HK technology programs and initiatives from the CTC. The Head of Technology, CTC has overall accountability from technology and delivery perspective from CTC. Establish engineering standards, development methodologies, quality controls, and delivery governance to ensure solutions are secure, scalable, resilient, and aligned with business objectives. Drive continuous improvement in engineering productivity, delivery predictability, quality, and operational stability.

 

CTC Technology Capability Build-Out

• Build, scale and lead the technology organization within the CTC. Working with HK Tech leadership to define workforce capability requirements across software engineering, testing, DevOps, cloud, AI, architecture, and business analysis disciplines, aligning with HK delivery and capability needs. Establish operating models, governance forums, tooling standards, and delivery practices to create a sustainable technology capability that supports current and future needs.

 

Technology Leadership & Governance

• Provide technology leadership across engineering, architecture, delivery, and operational domains. Establish and maintain appropriate governance, engineering controls, technology risks, and compliance standards in CTC. Ensure alignment with enterprise standards and guidelines.

 

Stakeholder Management & Strategic Alignment

• Act as the primary technology partner for Hong Kong technology and business stakeholders. Collaborate with senior leaders, architects, product owners, delivery teams, vendors, and strategic partners to align priorities, delivery roadmaps, and capability development plans. Communicate technology strategies, progress, and recommendations to support informed decision-making and achievement of strategic objectives.

 

People management

• Build, lead, and develop a high-performing technology organization through effective workforce planning, talent acquisition, coaching, performance management, and leadership development at CTC. Foster a culture of innovation, accountability, collaboration, continuous learning, and engineering excellence to support long-term organizational growth and employee engagement.

 

The Person: 

• Bachelor's degree or above in Computer Science, IT, Engineering or related discipline.

• 15+ years of IT experience, with 6+ years in senior tech leadership positions
• Proven experience leading large-scale technology organizations and delivery teams.
• Strong experience in application development, enterprise architecture, cloud platforms, innovation and infrastructure management.
• Hands on experience in establishing, managing, or scaling shared services centres, technology centres or offshore delivery organizations.
• Software engineering leadership, including Agile delivery, DevOps, CI/CD, quality engineering, and modern product development practices.
• Extensive experience in technology organization build-out, workforce planning, talent acquisition, capability development, and scaling engineering teams.
• Cloud platforms, platform engineering, technology modernization, and enterprise architecture
• Technology governance, security, risk management and operational controls
• Experience working across Hong Kong and Mainland China environments and operating a technology delivery center, offshore development center or shared technology capability model
